Abstract(s)
Os Serviços Partilhados são uma estratégia idealizada para promover a eficiência, a redução de custos e a melhoria da qualidade dos serviços prestados através da criação de sinergias. A presente investigação tem como objetivo principal analisar os impactos mais significativos da implementação de soluções de partilha de serviços na gestão dos recursos da Guarda Nacional Republicana. Para tal, apresenta-se uma análise do estado da arte, o enquadramento legal dos Serviços Partilhados na administração pública portuguesa e uma caracterização detalhada da área de processamento de vencimentos e gestão de frota da Guarda Nacional Republicana. Foram realizadas entrevistas aos diferentes níveis de comando da estrutura hierárquica, bem como um questionário no sentido de verificar as maiores motivações e implicações que os militares da Guarda identificam na implementação de soluções de partilha de serviços.
Verificou-se que a agregação de necessidades comuns nos processos de contratação, a simplificação dos processos através da padronização e automatização e o reforço da capacidade tecnológica são alguns dos impactos positivos mais relevantes que poderão criar melhorias de eficiência e redução de custos. Ainda assim, foram identificados impactos negativos relevantes, nomeadamente a excessiva dependência de uma entidade terceira que fragiliza a matriz identitária da Guarda Nacional Republicana, bem como as bases essenciais para o normal funcionamento de uma força de segurança de natureza militar.
Shared Services are a strategy designed to promote efficiency, cost reduction and improvement of the quality of services provided through the creation of synergies. The main objective of this research is to analyze the main impacts of the implementation of service sharing solutions in the management of the resources of the Guarda Nacional Republicana. To this end, the research presents an analysis of the state of the art, the legal framework of Shared Services in the portuguese public administration and a detailed characterization of the payroll processing and fleet management area of the Guarda Nacional Republicana; interviews were conducted at different levels of command of the hierarchical structure, as well as a questionnaire in order to verify the major motivations and implications that the military of the Guarda identify in the implementation of service sharing solutions. It was found that the aggregation of common needs in hiring processes, the simplification of processes through standardization and automation and the strengthening of technological capacity are some of the most relevant positive impacts that may create efficiency improvements and cost reduction. Even so, very relevant negative impacts were identified, namely the excessive dependence on a third party entity that weakens the identity matrix of the Guarda Nacional Republicana, as well as the essential bases for the normal functioning of a military security force.
