Num mundo em constante transformação e mudança, o garante para a proteção e segurança de pessoas e bens deve ser o desígnio de todos, considerando, também, que Portugal assenta num sistema nacional de proteção civil dividido em vários patamares, desde o nacional, ao municipal/local, no qual, os municípios, detêm em si, à luz da atual legislação, a base desse mesmo sistema.
Desta forma, a importância, ou a sua carência, dada a este patamar do sistema, são o foco deste trabalho, que visa, numa primeira estância, caracterizar e analisar a maneira como esta temática é abordada no concelho de Castro Daire, bem como, promover possíveis mudanças a serem efetuadas, no sentido de dinamizar o Serviço Municipal de Proteção Civil concelhio, de modo a garantir, sem prejuízo de outras missões e competências que estão atribuídas às camaras municipais, a proteção e segurança dos munícipes, seus bens e património ambiental, para além de fomentar, através dos mecanismos necessários, o aumento da resiliência do território objeto de estudo.
Pretende-se, também, desenvolver uma matriz que permita a implementação de uma Central Municipal de Operações de Socorro num município (conforme o definido em legislação para este setor) que dispõe de mais do que um corpo de bombeiros, cuja concretização, e uma vez que existem as devidas condições para que tal aconteça, permitirá reforçar a capacidade de gestão operacional das ocorrências de proteção civil e proteção e socorro que possam surgir no concelho, bem como dirigir e coordenar todas as entidades que concorrem para a prossecução dos objetivos da proteção civil de âmbito municipal.
Nesse sentido, são então propostas modalidades acerca da implementação/efetivação do SMPC com a tipologia adequada às necessidades do concelho e que conjugue a interligação do saber científico e técnico com a operatividade e operacionalidade dos vários elementos intervenientes.
In a world in constant transformation and change, the guarantee for the protection and safety of people and property, should be the goal of all of us, considering also that Portugal relies on a national system of civil protection divided into several levels, from national to municipal/local, in which, the municipalities, hold in themselves, considering the current legislation, the basis of this system. In this way, the importance, or the lack of it, given to this level of the system, is the focus of this work, which aims, in a first instance, to characterize and analyze the way this theme is taking care of in the Castro Daire municipality, as well as to promote possible changes to be made in order to boost the Municipal Civil Protection Service, in order to ensure, without prejudice to other missions and competences that are assigned to the city councils, the protection and safety of citizens, their property and environmental heritage, in addition to promoting, through the necessary mechanisms, the increase of the resilience of the territory under study. It is also intended to develop a matrix that allows the implementation of a Municipal Dispatch Center of Rescue Operations in a municipality (as defined in legislation for this sector) that has more than one fire department, whose achievement, because the proper conditions exist for this to happen, will allow to strengthen the capacity for operational management of occurrences of civil protection and protection and rescue that may arise in the county, as well as direct and coordinate all entities that contribute to the pursuit of the objectives of civil protection of municipal scope. For that purpose, proposals are made to implement the right type of local civil protection center, according to the needs of the municipality and that combines the interaction of the scientific and technical knowledge with the operability of all the actors.
