Cibersegurança: o papel da polícia de segurança pública na prevenção do cibercrime

O ciberespaço, com as suas particularidades e podendo ser acedido por qualquer
pessoa, necessita de ser um local seguro para se tirar o melhor partido das potencialidades
que tem para oferecer. A cibersegurança deve ser assegurada por cada pessoa que navega na
internet e por quem pode contribuir para a prevenção da cibercriminalidade. Existem fatores
de risco potenciadores da cibervitimação, mormente no que respeita à vulnerabilidade das
crianças, idosos, adultos isolados, pessoas com perturbação mental, ou cujo comportamento
sistemático favorece o ataque e o aproveitamento de alguém mal-intencionado. Para além
disso, os cibercriminosos aproveitam-se da falta de segurança dos sistemas, da capacidade
de anonimato e da iliteracia digital das pessoas.
A principal forma de prevenir o cibercrime é pela via da cibereducação e
sensibilização, por parte das Polícias, sendo que este estudo irá debruçar-se sobre o papel da
PSP na prevenção ao cibercrime. Em concreto, nesta investigação, examinam-se as vertentes
de intervenção da PSP na prevenção do cibercrime – formação, sensibilização, colaboração,
cooperação internacional e investigação criminal – e investigam-se os moldes da existência
de ciberpoliciamento, por parte desta Polícia. Relativamente ao público-alvo mais novo – as
crianças entre os 6 e os 10 anos -, o estudo demonstra que, apesar de os encarregados de
educação relatarem que estas não passam largas horas sozinhas na internet, é possível, ainda
assim, potenciar-se a criação de uma dependência dos ecrãs e a exposição ao risco. Os pais,
de acordo com este estudo, tendem a apresentar pouca preocupação e cuidado, em relação à
exposição dos filhos em matéria de cibercrime. A PSP tem apostado no policiamento de
proximidade, com as EPES e EPAV, e no Núcleo de Cibercriminalidade, na prevenção e
combate ao cibercrime, sendo que este estudo permite identificar os moldes e o papel da PSP
nestes domínios.

Cyber safety should be guaranteed by each person who surfs the internet and by those who can contribute for the prevention of cybercrime. There are certain risk factors enhancer of cyber victimization, mainly concerning the vulnerability of children, seniors, isolated adults, people with mental disorders, or whose systematic behaviour favors the attack and abuse from someone malicious. In addition, cyber criminals take advantage of the lack of security of the systems, the capacity for anonymity and people's digital illiteracy. The main way of preventing cybercrime is through cyber education and awareness, from the Police forces, thus this study will focus on the role of PSP in the prevention of cyber crime. Specifically, this research aims to analyse the possibilities of PSP intervention int the prevention of cyber crime – training, awareness, collaboration, international cooperation and criminal investigation - and to investigate the possible ways of cyber policing from this Police force. In relation to the youngest target group - children between 6 and 10 years of age - this research shows that, in spite of the fact that parents say that children don’t spend long hours in the internet by themselves, it is possible, even so, to potenciate an addiction to screens and an exposure to risk. Parents, according to this study, tend to reveal little concern and care, in relation to the exposure of children to cybercrime. PSP has invested in proximity policing, with EPES and EPAV, and at Cyber Criminality Department, in prevention and fighting cybercrime. This study makes it possible to identify the ways and the role of the PSP in these areas.
