Abstract(s)
Este trabalho tem por finalidade o estudo do papel do Estado-Maior-General das
Forças Armadas na Cooperação Técnico-Militar (CTM), em consequência da
implementação da legislação recentemente publicada e das alterações que introduziu na
organização superior da Defesa Nacional e das Forças Armadas.
Efectua-se o enquadramento da CTM na Política de Cooperação Portuguesa através
da caracterização da acção política definida, reconhecendo-se a sua importância estratégica
como instrumento da Política Externa do Estado e a prioridade atribuída aos Países de
Língua Oficial Portuguesa no apoio à Reforma do Sector de Segurança no âmbito da
estabilização das suas instituições estruturantes do Estado.
Caracteriza-se a execução da CTM no quadro da Política de Defesa Nacional,
através da análise das suas diferentes dimensões e da definição das actividades a
desenvolver e das competências e atribuições dos actores.
Prossegue-se com a análise da estrutura interna e atribuições acrescidas do Estado-
Maior-General das Forças Armadas para se concluir sobre a necessidade de ajustamentos à
organização estabelecida.
Com base na percepção das competências e atribuições dos actores e das acções de
coordenação que desenvolvem, são apresentados contributos para uma directiva do Chefe
do Estado-Maior-General das Forças Armadas, dirigida aos órgãos na sua directa
dependência, relativa ao desenvolvimento da CTM, na forma de linhas de acção e de
determinações aos órgãos na sua directa dependência. Abstract: This paper has the purpose of studying the role of the General Staff in the
Technical Military Cooperation (TMC) as a consequence of the recently published
legislation and of the changes that it introduced in the superior organization of National
Defence and the Armed Forces.
A frame for the TMC in the Portuguese Cooperation Policy is established through
the characterization of the political action defined, while recognizing its strategic
relevance as an instrument of the State’s External Policy and the priority given to the
countries with official Portuguese language in the support of the reform of the security
sector regarding the stabilization of the State’s structuring institutions.
A characterization of the TMC’s implementation in the range of the National
Defence Policy is laid out, analysing its different dimensions and defining the activities to
be developed as well as the competences and attributions of the players.
Then, the internal structure and added attributions of the General Staff are analysed
in order to draw conclusions on the necessity of adjustments to the established
organization.
Based on the perception of the competences and attributions of the players as well as
the coordination tasks they develop, contributions to a Joint Chiefs of Staff of the Armed
Forces directive are presented, addressed to the organs in its direct dependence. This
directive is related to the development of the TMC in the shape of guide lines and
instructions for the Joint Chiefs of Staff of the Armed Forces subordinated dependences.
