Abstract(s)
Este estudo analisou a necessidade de conceber um plano interno específico contra a
discriminação na Polícia de Segurança Pública, apesar do 1º Plano Nacional de Combate ao
Racismo e à Discriminação 2021-2025 e do Plano de Prevenção de Manifestações de
Discriminação nas Forças de Segurança da Inspeção Geral da Administração Interna, já
contemplarem medidas a si destinadas. O estudo também considerou o quadro legal
internacional da Organização das Nações Unidas e da União Europeia.
A metodologia incluiu entrevistas com polícias, diversas personalidades e
stakeholders, visando obter informação sobre a necessidade, aceitação, desafios e
oportunidades para a implementação eficaz do novo Plano.
A análise revelou que, apesar do Plano Nacional e o Plano de Prevenção oferecerem
uma estrutura geral para as forças de segurança, não abordam plenamente as especificidades
e necessidades da PSP, evidenciando que a instituição pode ir mais longe no combate à
discriminação. Exemplos disso são a elaboração de protocolos para o atendimento a vítimas
de discriminação ou, ainda, a realização de um estudo abrangente para analisar a participação
das agentes do sexo feminino nos Cursos de Formação de Chefes.
O estudo contribuiu para aprofundar a compreensão sobre a adequação e eficácia das
políticas antidiscriminação em contextos institucionais específicos.
This study analyzed the need to design a specific internal plan against discrimination in the Public Security Police, even though the 1st National Plan to Combat Racism and Discrimination 2021-2025 and the Plan for the Prevention of Manifestations of Discrimination in the Security Forces of the General Inspection of Internal Affairs already include measures for this purpose. The study also considered the international legal framework of the United Nations and the European Union. The methodology included interviews with police officers, various personalities and stakeholders, with the aim of obtaining information on the need, acceptance, challenges and opportunities for the effective implementation of the new Plan. The analysis revealed that although the National Plan and the Prevention Plan offer a general framework for the security forces, they do not fully address the specificities and needs of the PSP, showing that the institution can go further in combating discrimination. Examples of this include drawing up protocols for dealing with victims of discrimination or carrying out a comprehensive study to analyze the participation of female agents in Chiefs' Training Courses. The study contributed to a deeper understanding of the suitability and effectiveness of anti-discrimination policies in specific institutional contexts.
