Os desafios subjacentes à otimização dos recursos financeiros disponibilizados ao Estado evidenciam a importância do conceito de eficiência, associado aos princípios da transparência e accountability, inerentes à gestão pública.
Constituindo-se a Lei de Programação Militar (LPM) o principal instrumento de financiamento plurianual do investimento militar, verifica-se uma crescente preocupação por parte dos órgãos da esfera da Defesa, com respaldo em recomendações de auditorias do Tribunal de Contas e da Inspeção-Geral da Defesa Nacional, em avaliar o desempenho da sua execução, visando apurar o contributo da LPM para a sustentação e edificação das capacidades militares previstas no Sistema de Forças Nacional de 2014.
Dado o enquadramento, este estudo teve por objetivo Propor um modelo de avaliação de eficiência do investimento público em recursos militares.
Recorrendo à análise da legislação, e demais normativo, nacional e internacional, em matéria de investimento militar, e do conteúdo das seis entrevistas realizadas a entidades de referência – e, considerando as recomendações dos órgãos de auditoria supra referidos – foi proposta uma evolução do atual modelo de monitorização e controlo da execução da LPM, nas dimensões de “atualização das fichas de projeto”, e “monitorização estratégica e accountability”, e uma alteração legislativa.
The challenges underlying the optimization of financial resources addressed to the State, highlights the importance of the concept of efficiency, related to the principles of transparency and accountability of public management. The Military Procurement Law (LPM) constitutes the main multi-year financing instrument for military investment and the Ministry of Defence has been showing great concern, supported by recommendations of the Court of Auditors and the General Inspection of National Defence, in assessing the performance of its execution, aiming to investigate the contribution of LPM in supporting and building the military capabilities required in the 2014’s National Force System. In this context, the present study aims to propose an assessing model of efficiency for public investment in military resources. With the analysis of National and International legislation and other documents related to military investments, and the results of the interviews carried out with reference entities - and considering the recommendations of the above-mentioned audit bodies - it was concluded that an evolution of the current LPM’s implementation monitoring and control model is required, with focus in the actualization of the “project sheets”, and in the “strategic monitoring and accountability” component. In this framework, a concrete proposal for legislative amendment is also presented.
