Abstract(s)
Na Polícia de Segurança Pública (PSP) constata-se o envelhecimento gradual do
efetivo, sem o necessário rejuvenescimento, devido à escassez de candidatos e pelo
turnover dos que cá se encontram. Tem ocorrido uma (evidente) mudança geracional mais
focada no bem-estar pessoal, o que conduz forçosamente à necessidade de surgimento de
novas estratégias de liderança que se adaptem a este circunstancialismo e que, acima de
tudo, promovam as necessárias alterações organizacionais.
Com este trabalho individual final pretende-se efetuar um follow-up na evolução do
efetivo policial, baseado nas circunstâncias referidas, como forma de realçar a importância
que a liderança policial, tendencialmente transformacional e de topo (nível macro),
representa na gestão dos recursos humanos. Como objetivo específico pretende-se efetuar
uma investigação empírica, com uma abordagem circunscrita, quantitativa, baseada num
estudo de caso no Comando Distrital de Aveiro. O subsistema de investigação criminal foi
objeto de uma reestruturação interna faseada. Assim, como forma de identificar a perceção
dos colaboradores, ao processo de mudança implementado, à gestão do efetivo e ainda ao
seu grau de envolvimento, foi aplicado um inquérito a todos os polícias que aí
desempenham funções, analisando os principais resultados que daí advieram.
The Public Security Police (PSP) is gradually ageing, without the necessary rejuvenation, due to a shortage of candidates and the turnover of those who are here. There has been a (clear) generational shift that is more focused on personal well-being, which inevitably leads to the need for new leadership strategies that adapt to these circumstances and, above all, promote the necessary organisational changes. The aim of this final individual work is to follow up on the evolution of the police force, based on these circumstances, as a way of emphasising the importance that police leadership, which tends to be transformational and at the macro level - at the top of the institution - represents in human resource management. The specific objective is to carry out an empirical investigation, with a circumscribed, quantitative approach, based on a case study in the Aveiro District Police Command. The criminal investigation subsystem has undergone a phased internal restructuring and, in order to identify the perception of employees regarding the process of change implemented, the management of staff and their degree of involvement, a survey was applied to all the police officers who work there, analysing the main results that emerged.
