O CONCEITO LOGÍSTICO NAVAL NUMA OPERAÇÃO DE EVACUAÇÃO DE CIDADÃOS PORTUGUESES EM TERRITÓRIO ESTRANGEIRO

| dc.description.abstract | Portugal aprontou por quatro vezes forças conjuntas nos últimos 20 anos, com a missão de desenvolver ou apoiar eventuais operações de evacuação de não-combatentes. Estas operações constituem-se como vitais para apoiar caso necessário a diáspora Portuguesa que se estima em cerca de 2,3 milhões de portugueses emigrados. A investigação efetuada pretende refletir sobre as operações de evacuação de não-combatentes, nomeadamente no campo da organização logística e sustentação de uma Força Naval, com o fim último de poder alavancar estas operações, de forma a garantir a segurança das comunidades portuguesas no estrangeiro. Para a estruturação e desenvolvimento do trabalho foi definida uma estratégia de investigação qualitativa, com recurso ao raciocínio indutivo e ao desenho de pesquisa do tipo estudo de caso. A recolha de dados assentou na análise documental e na elaboração de entrevistas que, abordando diferentes dimensões, permitiram efetuar um estudo exaustivo sobre capacidade da Marinha em operações de evacuação de não-combatentes. Da investigação resultaram diversas conclusões sobre a problemática em questão, que em diferentes campos de ação abordam soluções possíveis, assim como recomendações e sugestões futuras a estudar ou mesmo a implementar. Estas conclusões são essencialmente no âmbito da doutrina, do aprontamento e sustentação logística, do treino e exercícios, das lições identificadas, e sobre os meios e capacidades. Abstract: Portugal has organized joint forces at four occasions in the last 20 years, with the purpose of developing or supporting possible non-combatant evacuation operations. These are vital operations to support, in case of need, the Portuguese diaspora, around 2.3 million Portuguese citizens living abroad. The present study has a goal, to think of the evacuation operations of non-combatants, in particular in the field of the logistic organization and support of a Naval Force, with the ultimate purpose of being able to leverage these operations, in order to guarantee the safety of Portuguese communities abroad. To structure and develop this study, a qualitative research strategy was defined, using inductive reasoning and research design of the case study type. The data collection was based on a documents’ analysis and on multiple interviews, that were addressed to different dimensions, and so have allowed the carrying out of an exhaustive study on the Navy's capacity in evacuation operations of non-combatants. Several conclusions were then possible on the basis of that research. They address possible solutions in different fields of action, and they also allow a lot of recommendations and future suggests, either to be studied or even to become real. These conclusions essentially refer to doctrine, to the readiness and logistical support, to training and exercises, to the lessons that the experience has identified, and to the means and capacities of such operations. | pt_PT |
