| dc.description.abstract | A aprovação do SNCAP constitui-se como um marco importante na história da administração pública portuguesa, desde logo, porque se propõe a objetivos ambiciosos a atingir num curto espaço de tempo, quando comparado com o tempo de implementação do seu antecessor, o POCP. O presente trabalho de investigação tem como objeto de estudo a implementação do SNCAP nas Forças Armadas e como objetivo entender os seus impactos ao nível da formação dos recursos humanos adstritos à área financeira, bem com ao nível dos sistemas de informação, nomeadamente o SIG-DN, que se constitui como a ferramenta de apoio à decisão de excelência na área da defesa e na qual se processa o registo contabilístico e a prestação de contas. Desenvolveu-se esta investigação realizando um estudo de caso, recorrendo a uma estratégia de investigação qualitativa, utilizando o método indutivo. Ao nível da formação conclui-se que os passos mais importantes e significativos foram dados, não devendo este aspeto constituir-se como um constrangimento à implementação do SNCAP nas Forças Armadas, no entanto, o fraco estádio de desenvolvimento das estruturas centrais, ao nível do Ministério das Finanças, com os consequentes atrasos no desenvolvimento do SIG-DN, constituem um fator de bloqueio, que coloca em causa a implementação do SNCAP nas FFAA dentro dos prazos legalmente definidos. Abstract: The approval of the SNCAP represents an important milestone in the recent history of the Portuguese Public Administration, mainly because it comes with ambitious objectives to be achieved in a short period of time, when compared with the amount of time that its predecessor, the POCP took to be implemented. With this investigation, which main aim of study is the SNCAP implementation in the three branches of the Portuguese Armed Forces, with the objective of understand its impacts on the financial area human resources education, and at the information systems level, namely on the SIG-DN, which is the main tool supporting the decision making process in the defence area, and the one where the accountable bookings are made and the legal maps to provide accountability are executed. The following investigation was developed, using a case-study research tool, developing a qualitative investigation strategy, at light of the inductive method. At the education level, is concluded that the most important and meaningful steps towards the SNCAP implementation were given, so that point should not constitute a constraint to the SNCAP implementation in the Armed Forces, however, the weak stadium of development of the Ministry of Finances central structures, and the delays that they causes in the SIG-DN development, constitute a blocking factor, that puts in jeopardy the SNCAP implementation in the Armed Forces, within the legal timelines established. | pt_PT |
