O trabalho de investigação subordinado ao tema “Regras de Empenhamento da
Guarda Nacional Republicana nas Missões Internacionais” incide essencialmente sobre a elaboração destas normas.
O escopo primordial é identificar os fatores levados em consideração, pelas
Organizações Internacionais, aquando da elaboração das Regras de Empenhamento,
incidindo especificamente nos Teatros de Operações da Bósnia-Herzegovina, do Iraque e de Timor Leste.
Uma vez que são o foco de toda a investigação pois balizam a atuação da Força no Teatro de Operações, saber o contributo dos comandantes de contingentes da Guarda no seu planeamento e as lacunas existentes são os objetivos da investigação. Bem como identificar os principais incidentes operacionais que obrigaram a alterações e as restrições impostas por estas na execução da missão.
A metodologia de investigação utilizada contempla três fases distintas, a
exploratória, a analítica e a conclusiva. O trabalho está assente numa base teórica obtida na pesquisa bibliográfica e em dados obtidos pela elaboração de entrevistas.
Com a realização deste trabalho concluímos que os fatores tidos em consideração na
elaboração das Regras de Empenhamento da Guarda Nacional Republicana para as Missões
Internacionais na Bósnia-Herzegovina, no Iraque e em Timor-Leste, são de ordem política,legal e militar.

Abstract The present research work subordinated to the title “Rules of Engagement on Republican National Guard in International Missions” focuses, mainly, on the development of these rules. The first goal is to identify the factors considered by the international organizations, when establishing the Rules of Engagement focusing specifically on the Theatre of Operations of Bosnia-Herzegovina, Iraq, and the East Timor. Once those are the focus of all investigation because delineate the role of Force in theatre of operations, knowing the contribution of contingent commanders of the Guard in their planning and gaps are the objectives of the investigation. As well as indentify key operational incidents that forced to make changes and restrictions imposed by those in the execution of the mission. The research methodology used involves three distinct phases, exploratory, analytical and conclusive. The work is based on a theoretical base obtained in the bibliography research and data obtained from the interviews. With this work it is concluded that the factors taken into account in drafting the Rules of Engagement by Republican National Guard to International Missions in BosniaHerzegovina, Iraq and East-Timor, are political, legal and military order. Our intent is to investigate to better analyse and study, in order to propose appropriate way to perform a better future
