Silva, Josias Marcos de ResendeIn 2017, following a drastic increase in violence in the Central African Republic (CAR), the United Nations Security Council decided to deploy a Quick Reaction Force (QRF) within the structure of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). Composed of Portuguese commandos, the QRF aims to increase MINUSCA's capacity to protect civilians in CAR. In this context, the purpose of this research was to analyze the role played by the Portuguese QRF as a special operations unit, as well as its contribution to the protection of civilians (POC) in the CAR. Methodologically, this study consisted of a mixed-methods case study on the MINUSCA QRF, in which the quantitative data and analysis played a secondary role in support of the qualitative data and analysis. As a result, it was possible to conclude that the Portuguese commandos have effectively contributed to the reduction of physical violence against civilians by performing POC tasks aimed at the short term. However, as the Portuguese QRF has not conducted POC tasks aimed at the long term, its contribution has been insufficient to establish a safe environment in the Central African Republic.
