- A atual estrutura de defesa da Comunidade dos Países de Língua Portuguesa e sua adequação aos objetivos da Organização Internacional lusófonaPublication . Almeida, LuísNeste trabalho, cujo tema é “A Atual estrutura de defesa da Comunidade dos Países de Língua Portuguesa e sua adequação aos objetivos da Organização Internacional lusófona”, propôs-se identificar se a referida estrutura está adequada aos objetivos da Comunidade no domínio da defesa e de que forma pode ser melhorada. Através de um raciocínio dedutivo aplicado num estudo de caso, analisaram-se a adequação da atual estrutura de defesa da CPLP aos seus objetivos; as estruturas de defesa da União Africana e Europeia, nomeadamente os órgãos que poderiam servir de referência para a estrutura análoga da Comunidade lusófona; bem como, procurou-se identificar oportunidades de melhoria na atual estrutura de defesa da CPLP. Concluiu-se que a atual estrutura de defesa da CPLP está adequada aos seus objetivos neste domínio, havendo, no entanto, oportunidades de melhoria a serem implementadas, nomeadamente no que se refere aos recursos e aos processos empregues, a fim de que sejam apresentadas as respostas necessárias aos Estados-membros e à Comunidade lusófona. Nesse contexto, as estruturas de defesa da União Africana e Europeia analisadas servem de referência para melhoria da estrutura análoga da CPLP, resultando em 26 propostas que ambicionam contribuir para o fortalecimento da estrutura de defesa da CPLP. Abstract: This essay addresses "The current defense structure of the Community of Portuguese Language Countries and its adaptation to the objectives of the lusophone International Organization". The purpose is to identify whether the defense structure is adequate to the objectives of the Community in this domain and how it can be improved. Through a deductive reasoning applied in a case of study, the current CPLP defense structure and adequacy to its objectives, as well as the defense structures of the African and European Union, were analyzed. In addition, an attempt was made to identify opportunities for improvement in the current CPLP defense structure. It was concluded that the current defense structure of the CPLP is adequate to its objectives in this area. However, there are opportunities for improvement to be implemented, in particular as regards the resources and processes involved in the defense dynamics, so that the necessary responses to the Member States and the CPLP could be presented. In this context, the defense structures of the African and European Union serve as references for the improvement of the analogous structure of the CPLP, resulting in 26 proposals that aim to contribute to the strengthening of the CPLP defense structure.

- RAMMFA – Implicações na Gestão e Desenvolvimento das CarreirasPublication . Soares, António; Rodrigues, Paulo; Almeida, Luís; Lé, NelsonA realização do presente trabalho académico visa analisar as implicações no desenvolvimento das carreiras dos militares, pela aplicação prática do modelo de avaliação do mérito preconizado pelo Regulamento de Avaliação do Mérito dos Militares das Forças Armadas (RAMMFA), orientando a nossa pesquisa através de um modelo de simulação que visa analisar os efeitos da variação do critérios da base de avaliação, Avaliação Individual (AI) e de que forma se verificam alterações na antiguidade relativa dos militares. Ao longo do trabalho, numa primeira fase analisamos o Sistema de Avaliação e Mérito dos Militares das Forças Armadas (SAMMFA), todas as ferramentas disponíveis e de que forma se operacionalizam fazendo a descrição do caminho percorrido. Numa segunda fase, vamos através da simulação de várias situações, analisar os efeitos decorrentes da aplicação do RAMMFA, mantendo constantes os critérios das bases de avaliação: Avaliação da Formação (AF), Avaliação Disciplinar (AD) e Antiguidade no Posto (AP), fazendo variar a AI e verificar os efeitos nas promoções até ao posto de Coronel. Por fim, em jeito de conclusão, vamos analisar as alterações que se foram registando no decorrer das diversas simulações e em que ano os Oficiais são promovidos ao posto de Coronel e as ultrapassagens ocorridas. Abstract: The purpose of this academic work is to analyze the implications for the management and development of the military's careers, through the practical application of the merit evaluation model exposed in the Merit evaluation Regulation of Armed Forces Military (RAMMFA), guiding our research through a simulation model that aims to analyze the effects of variation of the assessment base, Individual evaluation (AI), keeping the other bases unchanged and how changes occur in the relative seniority of the military. During the first phase, we analyzed the Armed Forces Military Evaluation and Merit System (SAMMFA), all available tools and how they are operationalized by describing all the path to reach the promotion lists. In a second phase, through the simulation of several situations, we analyzed the effects of the application of the RAMMFA, keeping constant the assessment bases of Training Evaluation (AF), Disciplinary Evaluation(AD) and Seniority at the Post (AP), making AI vary and check from which variation in the AI note there are overtakes between different courses. Subsequently, we will simulate several situations in the previous model, but with the introduction of a change in the coefficient of the assessment base AI, in order to understand the effects caused on the alteration of seniority. Finally as a way of conclusion, we will analyze the changes that have occurred in the course of the various simulations and the minimum variations required in AI, which lead to changes in relative seniority among the military.
