Abstract(s)
Com este projecto de investigação pretendeu-se criar conhecimento na área da
integração de sistemas de gestão, quer na sua implementação, quer a nível da
manutenção de sistemas de gestão integrados - qualidade, ambiente e segurança (QAS).
O objectivo principal foi o de averiguar até que ponto os indicadores chave de
desempenho são úteis e usados para avaliar a eficiência dos sistemas de gestão das
organizações certificadas bem como na definição de linhas de orientação para o
estabelecimento de sistemas de indicadores de desempenho que suportem e conduzam
as organizações no sentido da eficácia e eficiência dos seus sistemas de gestão.
O projecto teve como metodologia de investigação a recolha de opinião de diversos
intervenientes que operam no mercado da certificação de sistemas integrados QAS em
Portugal. Em colaboração com a entidade certificadora com maior quota de mercado em
Portugal, a Associação Portuguesa de Certificação (APCER) foram efectuadas vinte
entrevistas semi-estruturadas aos auditores coordenadores com maior número de
auditorias combinadas realizadas no triénio (2008-2010), assim como nove entrevistas
semi-estruturadas a personalidades e entidades com um papel activo e relevante no
domínio da integração de sistemas QAS. O trabalho de campo terminou com um
conjunto de entrevistas semi-estruturas a organizações casos de estudo, com sistemas de
gestão integrados qualidade, ambiente e segurança certificados.
As principais conclusões deste trabalho, apontam para a necessidade da criação de
metodologias e boas práticas transversais e sectoriais, capazes de apoiar as organizações
na implementação e avaliação de resultados da integração dos seus sistemas de gestão,
de forma a agilizar este tipo de projectos e a maximizar os resultados em favor de
melhores e mais sustentados desempenhos organizacionais. O resultado da integração
de sistemas depende das motivações e do envolvimento da gestão, sendo este o segredo
para o seu sucesso.
This research project intend to create knowledge in the area of management systems integration. The main goals were to ascertain the extent of which key performance indicators are useful and used by the companies to evaluate the efficiency of the management system and to establish a set of guidelines in order to help companies in the definition of performance indicators that support and lead organizations in the sense of effectiveness and efficiency of their management systems. In close collaboration with the leading Portuguese certification body – Associação Portuguesa de Certificação (APCER), twenty semi-structured interviews were conducted with the Lead Auditors with highest number of combined audits carried out in three-year period (2008-2010) and nine semi-structured interviews were conducted with personalities and entities with a relevant and active role in the field of management systems integration. After the interviews a set of case studies were carried out in companies with a certified Quality, Environment and Safety integrated management system. The main conclusions of this work point out the need of the development of transversal and sectoral methodologies and good practices that support organizations in the implementation and in the evaluation of the integration results. Furthermore, we were able to find out that the success of the management system integration depends on the motivation, involvement and commitment of the organization.
