A capacidade de controlo dentro de uma organi zação é essencial p ara o seu
desenvolvimento. Nessa medida torna-se muito imp ortante organizar novas formas
de controlar os pro cessos que são executados, e que, múltiplas vezes, carecem de
qualquer controlo acerca da sua eficiência. Essa falta de controlo leva a que os
mesmos sejam executados de forma p ou co rentável, desp erdiçando recursos que, de
outra forma, p o derão ser melhor rentabilizados. Atualmente, a Marinha Portuguesa
carece de formas mais eficazes e concretas d e medir o seu desemp en ho e eficiência
na realização da gestão da manu ten ção dos seus n avios. Os ind icad ores d e d es emp enho foram criados ju stamente para assegurar uma med ição ob jetiva dos múl tiplos
pro cessos que comp õ em a manutenção e transmitir de forma eficaz a informação
e os resultados da organização. A p artir de uma revisão de literatura de diversos
artigos, normas, livros e publicaçõ es acerca de sistemas de gestão, gestão da manutenção, desenvolvimento de sistemas de medição, méto dos de desenvolvimento de
KPI’s (Key Performan ce Indicators), exemplos de KPI’s e publicaçõ es d a própria
Marinha Portuguesa foi p ossível criar KPI’s que prop orci on em uma medida eficaz
de controlo de pro cessos e transmissão de informação na manutenção dos navios da
Marinha. Este controlo de pro cessos irá p ermitir a otimização dos meios p ertencentes à organização e o au mento da rentabilidade dos recursos. Os mesmos KPI’s
p ermitirão exprimir numericamente o resultado de múltiplos pro cessos que, ao serem
analisados de forma sistemática, serão u m indicativo do histórico da instituição ao
nível da manutenção.
The pro cess control inside an organization is essential for its d evelopment. Thus, it b ecomes very imp ortant to find new ways of evaluating its different procedures whose efficiency frequently lacks this typ e of control. This leads to a less sustainable implementation and to a waste of resources that cou ld b e managed more efficiently. Nowadays, the Portuguese Navy is lacking more effective and concise ways of measuring its p erformance and efficiency while managing the navy’s ship maintenance. Performance indicators were created to assure ob jective measurement of the multipl e organization maintenance pro cedures. Furthermore, these indicators give information ab out the organization’s results in a very efficient way. Accordingly to a literature review that covered multiple articles, guidelines and b o oks fo cused on system management, maintenance, metho ds to establish KPI’s (Key Performance Indicators) and publications by the Portuguese Navy, it b ecame p ossible to define KPI’s that allow the efficient measurement of pro cess control while giving information ab out the n avy’s ships maintenance. This pro cess control will allow an optimization of the organization means and will increase i ts resources’ sus tain ability. KPI’s will also allow to numerically express th e results of mu ltiple pro cedures that establish the institution background when it comes to maintenance.
