Abstract(s)

O Foreign Military Sales é pouco estudado nas Forças Armadas Portuguesas na perspetiva financeira. O presente estudo tem o objetivo de identificar e comparar boas práticas de gestão financeira do Foreign Military Sales a nível internacional e da Força Aérea, analisar os ganhos de eficiência e avaliar a sua aplicabilidade na Força Aérea, a fim de aumentar a eficiência dos seus processos, uso de informação financeira e recursos empregues. Adotou-se o método hipotético-dedutivo, com recurso a entrevistas semiestruturadas e análise de indicadores. Analisaram-se 49 observações de 13 países, identificando-se 16 boas práticas internacionais não identificadas na Força Aérea. Com base nos resultados concluiu-se, em termos gerais, que os processos são aplicáveis ao universo dos clientes do Foreign Military Sales. Especificamente, reconheceu-se que a eficiência da gestão financeira do programa Foreign Military Sales na Força Aérea pode melhorar com a implementação dos processos de boas práticas internacionais. Abstract: The Foreign Military Sales is seldom studied in the Portuguese Armed Forces in the financial perspective. This study will identify and compare international good financial management practices of the Foreign Military Sales and Portuguese Air Force, examine the efficiencies and assess their applicability in Air Force to increase the efficiency of its processes, use of financial information and resources employed. It was adopted the hypothetical-deductive method, using semi-structured interviews and indicators analysis. 49 observations were analyzed from 13 countries, of which 16 were identified international best practices not identified in the Air Force. Based on the results, it was concluded, in general terms, that the processes are applicable to the Foreign Military Sales customer’s universe. Specifically, it was recognized that the efficiency of the Foreign Military Sales financial management in the Air Force may improve if international best practice processes are implemented.
