Abstract(s)
Após o final da Guerra Fria, os países da Europa Ocidental procederam a grandes se destaca o fim do Serviço Militar Obrigatório (SMO), dando este lugar ao voluntariado, a que Portugal não fugiu à regra.
Terminado o SMO, houve a necessidade de atrair jovens voluntários para as FFAA os quais devem possuir os requisitos de disponibilidade e capacidade, entre outros. Nesse sentido, a Lei do Serviço Militar (LSM), prevê a necessidade de criar um conjunto de medidas de incentivos suficientemente atractivas que levem os jovens a optar pela prestação do serviço militar nos regimes de voluntariado e de contrato. Para concretizar o preceituado na LSM, foi aprovado o Regulamento da LSM (RLSM) que contém, em anexo, o Regulamento de Incentivos (RI).
Desta forma, este trabalho tem como objectivo geral apresentar um estudo que, tendo como referência as Praças da Força Aérea (FA), em Regime de Contrato (RC), permita saber se as medidas de incentivos estabelecidas legalmente estarão a ser exploradas, de acordo com o esperado, por parte destes militares.
Para concretizar esse objectivo, recorreu-se ao método de investigação em Ciências Sociais proposto pelo Instituto de Estudos Superiores Militares (IESM). Este método inicia-se com uma pergunta de partida, da qual resultam outras, procurando-se, assim, dar as respostas através das hipóteses formuladas.
Na pesquisa foi aplicado um questionário às Praças colocadas na Base Aérea N.º 5 (BA5) e nas Unidades sediadas no Complexo do Lumiar. Paralelamente, foram efectuadas entrevistas exploratórias a várias entidades, bem como, consulta a legislação e “sites” da internet relacionados com o tema.
Este Trabalho de Investigação Individual (TII) permitiu concluir que, na generalidade, as medidas de incentivos legalmente em vigor estão a ser bem aproveitadas por parte das Praças em RC, da FA, e que, desses incentivos, o mais atractivo é a possibilidade desses militares poderem ingressar nos Quadros Permanentes (QP) de Oficiais e Sargentos. Abstract: After the end of the Cold War, the western European countries have had major changes in the Armed Forces (FFAA) becoming professional. There was the end of compulsory military service (CMS), giving place to armed forces based on volunteers. Portugal has followed the same path.
With the end of the CMS, there was the need to attract volunteers for the FFAA. Young people which should meet the requirements for availability and capacity, among others. Accordingly, the Law of Military Service (LMS) provided for the need to create a series of measures to create attractive incentives that would lead young people to choose the military service, as volunteers or under contract. To meet the requirements, in the LMS, the Regulation of the LSM contains, in Annex, the Regulation of Incentives.
Thus, this work aims is to present a general answer, considering the military serving under contract, to the question to what extent they are taking advantage of the incentives.
The method of research in social sciences proposed by the Institute of Higher Military Studies (IESM) is used to guide this search. This method begins with a starting question, already mentioned above, which result in others that are answered through the assumptions made.
A questionnaire survey was applied to the Corporals stationed on Air Base No. 5 and on the units based in the Lumiar Complex. In addition, exploratory interviews with several entities were conducted. The law and internet sites related to the theme were also checked.
This Research (TII) has concluded that, in general, the incentives are being well utilized by the Corporals and that the one they consider as the most attractive is the possibility to become part of the permanent staff of the Air Force.
