Abstract(s)
Este Trabalho Individual de Longa Duração procura identificar, de forma metodológica, a evolução do Conceito Estratégico Nacional durante o Século XX e início do Século XXI, tendo como suporte as decisões políticas, tomadas pelos diversos governos e diversas ideologias, que permitiram responder às mais distintas conjunturas internacionais e proporcionaram ao Povo Português um desenvolvimento continuado.
O estudo da História proporcionou-nos a identificação dos pontos nodais da acção estratégica nos vários domínios – político, económico, psicológico e militar – e possibilitou-nos uma visualização das concepções que possam ter estado na origem e definição das respectivas estratégias gerais. Na análise de conteúdos apresentada tentámos deduzir, a partir da reposição histórica o racional que possa ter estado na origem, ao nível das estratégias gerais e particulares, dos objectivos estratégicos intermédios. Daí deduzimos quais terão sido os objectivos estratégicos básicos, que materializaram a missão estratégica ao nível da estratégia total, para finalmente identificar os Objectivos Políticos Nacionais e um possível Conceito Estratégico Nacional, ou as ideias-força que o orientaram.
As conclusões apresentadas, que procuraram dar respostas às questões levantadas e confirmar as hipóteses orientadoras, indiciam a existência e evolução continuada, de um Conceito Estratégico Nacional. Foi ainda possível identificar linhas de continuidade passíveis de serem utilizadas no futuro, e deduzir vectores julgados fundamentais para a concepção de um Conceito Estratégico Nacional, que terá que ser realista, saber o país que somos, e ambicioso, saber o que queremos ser. Abstract: This long term work longs to identify, in a methodical way, the evolution of the national strategic concept, during the 20th century and the beginning of the 21st century, supported by
political decisions taken by governments and ideologies, allowing to answer the most distinctive international circumstances and that have been giving a continuous development to the Portuguese people.
The study of history allowed us to pin point the strategic action throw several dominions of knowledge such as the political, economical, psychological and military, as well to visualize what ever conceptions may have been at the origin and definition of the generic strategic guidelines. By analyzing the contents we try to deduce the intermediate strategic goals having as a starting point the idea that may have been at the conceptual basis of the generic and restricted
level of strategy. From that point on we also deduce what may have been the basic strategic objectives that materialize the Total strategy goals so that the national political and strategic concept goals can be identified or, at least, the main guidelines of it.
The conclusions presented, which try to gives the answers to all the questions brought to subject as to guideline the line of thought, preannounce the National strategic concept in a constant everchanging manner towards evolution and development. It was also possible to identify the lines of continuity usable in the future and deduct vectors taken as fundamental to conceive a national strategic concept, knowing the country we are, and allowing ourselves to be bold, to know what we want to be.
