Portugal é um país que se encontra estrategicamente localizado na região oeste da
Europa e cuja Zona Económica Exclusiva (ZEE) está na confluência de duas das
principais rotas marítimas mundiais: a rota Este-Oeste via canal do Suez e a rota Norte
(da Europa) – Sul (América do Sul e África), duas das rotas marítimas mais movimentadas do mundo. Anualmente, milhares de navios cruzam as águas sob
jurisdição nacional e visitam os portos portugueses, contribuindo para o aumento do
peso da economia do mar para o Produto Interno Bruto (PIB) português. Apesar de, a nível nacional, existirem diversas entidades a coligir estatísticas referentes à economia do mar, é possível enunciar um vasto número de factos de interesse estratégico que importa medir. Um desses factos é, por exemplo, a proporção
de navios que transitam na Zona Económica Exclusiva (ZEEC) e que praticam portos
nacionais. Ao conhecer esta proporção é possível inferir sobre o potencial económico
e competitivo dos portos nacionais. Uma das principais fontes de dados para elaborar
estatísticas relativas ao tráfego marítimo de navios consiste na informação
disponibilizada pelo sistema Automatic Identification System (AIS). A Marinha
Portuguesa (MP) tem vindo a coligir, desde 2010, dados AIS provenientes do sistema
Maritime Safety and Security Information System (MSSIS) e da rede de antenas costeira do continente. A partir destes dados foram encetadas diversas iniciativas no seio da MP, envolvendo particularmente a Escola Naval, o Comando Naval e a Superintendência das Tecnologias de Informação, no sentido de disponibilizar ferramentas que permitam analisar estes dados e produzir Conhecimento Situacional Marítimo (CSM). Neste trabalho é construido um conjunto de indicadores estatísticos referentes à atividade portuária nacional e ao tráfego marítimo na ZEEC a partir dos dados AIS coligidos nos últimos cinco anos pela MP. É ainda efetuada uma análise comparativa destas estatísticas através de uma Análise de Variância (ANOVA).

Every year, thousands of ships sail through the waters under national jurisdiction and visit the national ports, contributing to the increased weigth of the maritime economy for the Portuguese Gross Domestic Product (GDP). Although there are various entities to collect statistical data about the maritime economy at national level, it’s possible to announce a vast number of facts of strategic interest that are relevant to measure. One of those facts is, for instance, the percentage of ships transiting the main land EEZ which visits at least once any national port. This percentage can give important strategical information on the economic and competitive potential of the national ports. One of the main data sources of maritime traffic is the information provided by the Automatic Identification System (AIS). The Portuguese Navy (PN) has been collecting, since 2010, AIS data from the Maritime Safety and Security Information System (MSSIS) and the network of coastal mainland antennas. With this large amount of AIS data, there were several initiatives within the PN, involving the Naval School, the Naval Command and the Superintendence of Information Technologies to provide tools to analyze the AIS data and produce Maritime Situational Awareness (MSA). This work aims to build a set of statistical indicators related to the national ports activity and maritime traffic in EEZ from the AIS data collected in the last five years by the PN. We also perform a comparative analysis of these statistics through an Analysis of Variance (ANOVA).
