Uma das principais funções do oficial Engenheiro Naval do ramo de Armas e
Eletrónica, embarcado, é a gestão da Manutenção dos sistemas e equipamentos a seu
cargo.
O planeamento sempre fez parte das instituições militares. Num navio da Marinha
Portuguesa o mesmo não pode ser descurado. Num meio tão adverso e exigente como é
o mar, com a constante necessidade de disponibilidade operacional, o Planeamento da
Manutenção assume um papel primordial para enfrentar a redução de pessoal e as
restrições orçamentais cada vez maiores. O planeamento deve otimizar os recursos
disponíveis, produzir e simplificar a informação que auxilie da melhor forma a tomada
de decisão.
A complexidade desta tarefa impõe a necessidade da sua informatização. Surgiu a
necessidade de criar um módulo de planeamento, de bordo, da Manutenção dos navios da
Marinha, que dentro do possível facilitará as dificuldades anteriormente referidas.
Assim, o objetivo da presente dissertação de mestrado consiste na prova de conceito
de um módulo de planeamento a integrar no SICALN (Sistema de Informação de
Configuração e Apoio Logístico dos Navios) para futura utilização a bordo dos navios da
Marinha.
A ferramenta informática selecionada, e utilizada, nesta prova de conceito foi o
Microsoft Access.
One of the main functions of the Naval Engineer officer in the arms and electronics industry, on board, is to manage the maintenance of the systems and equipment under his responsibility. Planning has always been part of military institutions. In a Portuguese Navy ship it cannot be neglected. In such an adverse and demanding environment as the sea is, with the constant need for operational availability, for this purpose, maintenance planning assumes an essential role, to face the reduction of personnel and the increasing budget restrictions. This planning must optimize the available resources and produce and simplify the information that best assists the decision making. The complexity of this task imposes the need for its computerization. The need arose to create a module for planning, on board, the maintenance of Navy ships, which as far as possible will facilitate the difficulties mentioned above. Thus, the objective of this master's dissertation is to prove the concept of a planning module to be integrated in SICALN (Configuration Information System and Logistical Support for Ships) for future use on board Navy ships.
