O objetivo deste Trabalho de Investigação Individual (TII) é aferir o papel das Forças
Armadas (FFAA) na Segurança Interna (SI) usando, para tal, o exemplo da Força Aérea
(FA), através da análise do enquadramento legal e das missões efetuadas por este ramo em
cooperação com as forças de segurança.
Ao longo de sete revisões constitucionais continua a existir, na Lei Fundamental do
Estado Português, uma separação muito bem vincada entre o papel das FFAA e das Forças
de Segurança Interna (FSI). No entanto, o caminho a seguir é mais abrangente em termos de
cooperação, como sugerem as linhas orientadoras da estratégia da Defesa Nacional, tendo
em conta a análise da nova tipologia de ameaças que os Estados têm de enfrentar e às quais
Portugal não está imune.
Para aferir o papel que a FA tem desempenhado no âmbito da SI é desenvolvido um
modelo hipotético-dedutivo e uma análise qualitativa, fazendo uso da literatura existente e
informação recolhida através de entrevistas a diferentes escalões do Comando Aéreo (CA),
estratégico, operacional e tático, desde o Comandante Aéreo, à Esquadra 502, que executa
algumas das missões a que nos referimos neste trabalho, vendo também a perspetiva das
forças de segurança, nomeadamente a Polícia Judiciária (PJ). Desta forma, será possível
concluir da utilidade da FA para missões específicas no âmbito da SI. Abstract: The aim of this research is to assess the role of the Armed Forces (FFAA) in homeland security by using the example of the Air Force (FA), through the analysis of missions carried out by this branch in cooperation with the security forces.
Over seven constitutional revisions still exists, in the law, a very well marked separation between the role of FFAA and internal security forces. However, the way forward is more comprehensive in terms of cooperation, as the guidelines of the national defense strategy, taking into account the analysis of the new type of threats that States have to face and to which Portugal is not immune.
To assess the role that the FA has played in internal security, it has been developed a hypothetical deductive model and a qualitative analysis, making use of existing literature and information gathered through interviews within the different levels of the Air Command (CA), from its Commander, to the 502 Squadron, which is responsible for the execution of some of the missions referred to in the paper and taking a perspective from the security forces side, like Polícia Judiciária (PJ) as well. Doing so, it will be possible to conclude on how the FA can be useful in these kinds of missions.
