| dc.description.abstract | A carreira militar assenta o seu desenvolvimento no princípio da verticalidade da mesma, logo um modelo em que a carreira é desenvolvida horizontalmente é, à partida, não natural e necessita, devido a esse facto, de ser estudado e investigado por forma a perceber quais os fatores motivacionais que se revelam atrativos para a opção individual por este tipo de carreira, bem como, importa investigar quais as modalidades de implementação desses fatores de atratividade individual, que se constituirão como os pilares de um futuro modelo da Carreira em Progressão Horizontal (CPH). Assim, tendo como objetivo geral a análise da aceitação da CPH, na FA, e a apresentação de contributos para um modelo de CPH adequado à FA e aos seus militares, constituiu-se a seguinte Pergunta de Partida (PP), orientadora de toda a investigação: De que forma a Carreira em Progressão Horizontal (CPH) se constitui como uma opção atrativa para os militares da FA? Sustentada num raciocínio hipotético-dedutivo, a investigação seguiu uma estratégia qualitativa, suportada na análise documental e num inquérito por questionário, aos oficiais e sargentos da FA. Concluiu-se que (1) Reversibilidade, (2) Acesso e (3) Progressão remuneratória são fatores de atratividade na opção por uma carreira em progressão horizontal, e que as modalidades de implementação que se revelam como multiplicadores dessa atratividade são (1) a reversibilidade a cada cinco anos, (2) o acesso nos postos de Capitão/Primeirosargento, Major/Sargento-ajudante e Tenente-coronel/Sargento-Chefe e (3) a possibilidade de progressão remuneratória sem qualquer tipo de limitação ou constrangimento. Abstract: A military career is based on the principle of verticality, so a model in which the career is developed horizontally is, at the outset, unnatural and needs, through this fact, to be studied and investigated in order to perceive the motivational factors that are attractive for the individual option for this type of career, and it is important to investigate the modalities of implementation of these factors of individual attractiveness, which will be the pillars of a future Horizontal Progression Career (HPC). Thus, with the general objective of analyzing the acceptance of HPC in FA, and presenting contributions to a model of HPC appropriate to the organization and its military, the following Question of Departure (PP) was set up, guiding the whole investigation: How does the Horizontal Progression Career (HPC) constitute an attractive option for the AF military? Based on hypothetical-deductive reasoning, the investigation followed a qualitative strategy, supported by documentary analysis and a questionnaire survey, of FA officers and sergeants. It was concluded that (1) Reversibility, (2) Access and (3) Remuneration progression are factors of attractiveness in the option for a career in horizontal progression, and that the implementation modalities, that prove to be multipliers of this attractiveness, are (1) the Reversibility every five years, (2) access at the ranks of Captain/Technical-Sergeant, Major/ Master-Sergeant and Lieutenant-Colonel/Senior Master-Sergeant and (3) the possibility of remuneration progression without any limitation or constraint. | pt_PT |
