O policiamento de proximidade e a sua aplicabilidade na Polícia de Ordem Pública da Guiné Bissau constituem um desafio que deve ser encarado de forma positiva. Embora a sua
implementação possa enfrentar algumas dificuldades iniciais, é fundamental realizar
avaliações prévias das condições para a sua aplicação. Importa destacar que o modelo em
análise passou por diversas fases de evolução até aos dias de hoje. A proximidade representa
uma nova abordagem na atuação policial, com grande impacto na investigação criminal e na
visibilidade da polícia, sobretudo pela forma como a comunidade fornece informações
criminais de livre e espontânea vontade. Sem dúvida, a comunidade é o maior parceiro da
polícia. Neste sentido, o policiamento de proximidade contribui significativamente para a
redução da criminalidade, especialmente em comunidades que já o aceitaram na sua
plenitude. O principal objetivo deste trabalho é compreender e analisar a importância da
implementação do modelo de policiamento de proximidade na Polícia de Ordem Pública da
Guiné-Bissau, procurando identificar os benefícios que poderá trazer para a instituição. Para
tal, será feita uma comparação com países como Portugal, Cabo Verde e Angola, que já
implementaram este modelo há vários anos. Tal comparação permitirá reconhecer a eficácia
do modelo e, consequentemente, identificar possíveis falhas e desafios. A metodologia
adotada é de natureza qualitativa. Numa primeira fase, foram realizadas revisões
bibliográficas, seguidas da aplicação de entrevistas exploratórias e semiestruturadas, e da
análise de conteúdo.
Proximity policing and its applicability in Guinea-Bissau's Public Order Police is a challenge that should be taken positively. Although its implementation may face some initial difficulties, it is essential to carry out prior assessments of the conditions for its application. It is important to note that the model under analysis has gone through various stages of evolution up to the present day. Proximity represents a new approach to police action, with a major impact on criminal investigation and police visibility, above all because of the way in which the community willingly and voluntarily provides criminal information. Without a doubt, the community is the police's greatest partner. In this sense, neighbourhood policing contributes significantly to reducing crime, especially in communities that have already fully accepted it. The main objective of this work is to understand and analyze the importance of implementing the proximity policing model in the Public Order Police of Guinea-Bissau, seeking to identify the benefits it could bring to the institution. To this end, a comparison will be made with countries such as Portugal, Cape Verde and Angola, which have already implemented this model several years ago. This comparison will make it possible to recognize the model's effectiveness and, consequently, identify possible flaws and challenges. The methodology adopted is qualitative. In the first phase, bibliographical reviews were carried out, followed by an analysis of the data.
