Abstract(s)
Com o presente trabalho que tem como tema geral o contributo do Sistema Integrado de Informações Operacionais Policiais (SIIOP) para a produção de informações, pretendemos identificar os seus eventuais contributos para a melhoria da prestação de serviços ao cidadão e a melhoria dos mecanismos de interoperabilidade e partilha de informação entre Sistemas de Informação ao nível nacional e internacional. O nosso objetivo central é verificar em que medida o SIIOP contribui para a produção e partilha de informações criminais por forma a verificar-se uma substantiva melhoria da cooperação e coordenação entre as entidades que constituem o Sistema de Segurança Interna (SSI) e o Ministério Público (MP). O modelo de análise aplicado foi o método hipotético-dedutivo que nos ajudou a construir conceitos sistémicos e hipóteses deduzidas.
Como enquadramento teórico, em primeiro lugar alicerçámos a nossa investigação na importância que hoje é dada à posse de informação de forma a reduzir as incertezas no momento da decisão. Atualmente a informação é considerada um dos recursos mais valiosos das organizações, contribuindo fortemente para a sua maior ou menor competitividade. Em segundo lugar, dado o enorme volume de informação com que as organizações se deparam atualmente, demos o enfoque aos Sistemas de Informação (SI) suportados pelas Tecnologias da Informação (TI) como instrumento preponderante para apoiar o processo de decisão. Num terceiro momento, apresentamos o Sistema de Informação da Guarda Nacional Republicana (GNR) que visa essencialmente rentabilizar a componente humana, material e financeira, de forma a qualificar os serviços prestados com otimização dos recursos.
Sendo um sistema onde a informação está centralizada num repositório único, a partilha de informação policial de teor tático, operacional e estratégico entre os diversos escalões hierárquicos da Guarda está particularmente privilegiada. Para além das relações internas, o sistema apresenta-se dotado de mecanismos que possibilitam a sua interação com outras plataformas colaborativas de forma a promover a cooperação e partilha de informações policiais entre as estruturas nacionais e internacionais. Ao nível europeu, destacamos a comunicação entre o SIIOP e o Sistema de Informação Shengen (SIS). Ao nível nacional, fazemos referência ao passo importante que foi dado através da criação da Plataforma de Intercâmbio de Informação Criminal (PIIC), no sentido de haver uma maior partilha e otimização de informações criminais. Por último, apresentamos as conclusões do nosso estudo e com isso, respondemos à nossa questão central. Abstract: The present paper has as its theme the overall contribution of Integrated System of Police Operational Information’s for the production of information, we intend to identify their possible contributions to improving the delivery of services to citizens and improving mechanisms for information sharing and interoperability between Information Systems nationally and internationally. Our main objective is to verify to what extent the Integrated System of Police Operational Information’s contribute to the production and sharing of criminal information in order to verify it a substantive improvement of cooperation and coordination between the entities that make up the System of Homeland Security and the Ministry of Justice.
The analysis model was applied to the hypothetical-deductive method that has helped us build systemic concepts and hypotheses deduced. As a theoretical framework, first we build our research on the importance that is now given to the possession of quality information in order to reduce uncertainties in making the decision. Currently the information is considered one of the most valuable resources of organizations, strongly contributing to their greater or lesser competitiveness. Secondly, given the enormous volume of information with that organizations are facing today, we have taken the approach to information systems supported by information technology as predominant instrument for supporting the decision-making process. Thirdly, we present the Information System of the Republican National Guard that is essentially maximize human component, material and financial, in order to qualify the services provided with optimization of resources.
Being a system where information is centralized in a single repository, sharing police information content of tactical, operational and strategic between different hierarchical levels of the Guard is particularly privileged. In addition to the internal relations, the system presents itself has mechanisms that allow it to interact with other collaborative platforms in order to promote cooperation and sharing police information between national and international structures. At European level, we emphasize the communication between the Integrated Operational Information System Police and Shengen Information System. At the national level, we refer to the important step that was given through the creation of the Platform for Information Interchange criminal, to be a greater sharing of criminal intelligence and optimization. Finally, we present the findings of our study and with this, we have responded to our central question.
