Eventos adversos de grande magnitude, como são as catástrofes naturais, têm demonstrado que ninguém, nem nenhum país está imune a tais acontecimentos. Estima-se que cerca de 3 milhões de pessoas morreram nos últimos 11 anos na sequência de catástrofes naturais, sen-do o número de danos pessoais e materiais difícil de quantificar com exatidão.
Acontecimentos recentes na Região Autónoma dos Açores, nomeadamente no que se refere aos danos provocados pelo mau tempo na ilha de São Miguel, no concelho do Nordeste, tal como no concelho de Angra do Heroísmo, na ilha Terceira, bem como o acidente de viação na ilha do Corvo, demonstraram de forma concreta as particularidades da insularidade e especifi-cidade da Região Autónoma dos Açores. É essencial ter também presente os acontecimentos sismológicos que marcaram de forma indelével toda a Região.
Como tal, situações de exceção pedem uma resposta rápida, com intervenções devidamente habilitadas e estruturadas, onde se configura a acessibilidade a cuidados de Enfermagem gerais e especializados.
O International Council of Nurses assume desde 2001 como relevante o papel dos enfermeiros no contexto de catástrofe com a publicação de um Position Statement sobre o tema, que foi atualizado em 2006, onde se incentiva as organizações profissionais de cada país a desenvol-verem esforços no sentido da participação dos enfermeiros em todas a fases do ciclo da catás-trofe ou seja, na prevenção/mitigação, na preparação da resposta, na resposta e na reabilita-ção/recuperação.
Tal como inscrito nos deveres deontológicos dos enfermeiros, estes devem ser solidários com a comunidade, em particular nos casos de crise ou catástrofe, atuando sempre de acordo com a sua área de competência, participando na orientação da comunidade na busca de soluções para os problemas de saúde detetados e colaborando com outros profissionais.
Neste sentido está aberto o caminho para se constituir um Corpo de Enfermeiros para Situa-ções de Exceção (CESE) que possa intervir em complementaridade com as restantes equipas de socorro, quer a nível Regional, Nacional ou mesmo Internacional.
Adverse events of great magnitude, as are natural disasters, have shown that no one, nor any country is immune to such events. It is estimated that about 3 million people have died in the last 11 years following natural disasters, with the number of personal injuries and materials being difficult to quantify accurately. Recent events in the Autonomous Region of the Azores, in particular as regards dam-age caused by bad weather on the island of São Miguel, in the Northeast county, as in the Angra do Heroísmo county on Terceira Island, as well as the traffic accident on the island of Corvo, have demonstrated the particularities of the insularity and specificity of the Autonomous Region of the Azores. It’s also essential to keep in mind the seismolog-ical events that indelibly marked this entire Region. As such, exceptional situations call for a rapid response, with duly qualified and struc-tured interventions, which configures accessibility to general and specialized nursing care. Since 2001, the International Council of Nurses has emphasized the role of nurses in the context of catastrophe with the publication of a Position Statement on the subject, which was updated in 2006, encouraging professional organizations in each country to Participation of nurses in all phases of the disaster cycle ie prevention / mitigation, re-sponse preparation, response and rehabilitation / recovery. As part of the deontological duties of nurses, they must be in solidarity with the com-munity, particularly in cases of crisis or catastrophe, always acting according to their area of competence, participating in the orientation of the community in the search for solutions to the problems detected and collaborating with other professionals. In this sense, the way is open for establishing a Nursing Corps for Exceptional Situations (EESC) that can intervene in complementarity with other relief teams, whether at Re-gional, National or even International level.
