Abstract(s)
A Cooperação Técnico-Militar é um tipo de missão desenvolvida pelo Exército Português que se insere no âmbito da política de cooperação portuguesa. Este tipo de missões começou a ser desenvolvida em 2002, mas o apoio à Componente Terrestre apenas se iniciou em 2011. O presente Trabalho de Investigação Aplicada pretende analisar o contributo do Exército Português na formação das F-FDTL, mais especificamente ao nível da Componente Terrestre e do treino operacional desta.
Numa primeira fase é analisada a Política Externa Portuguesa e a Cooperação Técnico-Militar, sendo evidenciados os principais vetores que sustentam essa política, bem como o papel que as Forças Armadas desempenham no âmbito da cooperação.
Na segunda fase é aprofundada a Cooperação Técnico-Militar com Timor-Leste e os vários projetos que a compõem, dando-se especial enfoque ao Projeto n.º 5 e realçando-se o trabalho desenvolvido pela assessoria portuguesa.
A terceira fase é referente às F-FDTL, onde são apresentadas as capacidades, os cenários de atuação, os níveis de empenhamento e a organização das F-FDTL. A Componente Terrestre é, também, exposta de uma forma mais aprofundada. Numa quarta fase é apresentada a metodologia e os procedimentos utilizados na realização do estudo e posteriormente é efetuada a análise das entrevistas realizadas.
Por fim, são apresentadas as conclusões com base no trabalho de campo e na revisão da literatura efetuada. Assim, conclui-se que o Exército Português, através da assessoria portuguesa no Projeto n.º 5, veio apoiar a Componente Terrestre das F-FDTL ao nível do planeamento do programa de treinos, bem como o Comando das F-FDTL em relação ao planeamento e preparação dos exercícios. Desta forma, as F-FDTL registaram uma evolução assinalável ao nível da sua organização estrutural e da sua operacionalidade
Abstract Military-Technical Cooperation is a type of mission developed by the Portuguese Army which is part of the Portuguese cooperation policy. These missions started to be developed in 2002, but the support for the Land Force only started in 2011. This Applied Research Work intends to analyse the contribution of the Portuguese Army in the training of the F-FDTL, specifically at the Land Force level and its operational training. In the first phase the Portuguese Foreign Policy and the Military-Technical Cooperation are analysed, with the main vectors that support this policy highlighted, as well as the role that the Armed Forces play in cooperation. In the second phase we consider the Military-Technical Cooperation with East Timor and all the projects which have been undertaken, giving special focus to Project Nº 5 and highlighting the work developed by the Portuguese advisers. The third phase is related to the F-FDTL, showing their capabilities, their action scenarios, levels of engagement and their organization. The Land Force is also examined in a deeper way. In the fourth phase the methodology and procedures used in the development of this paper are displayed followed by the analysis of the interviews. Finally, conclusions and recommendations are presented based on field work and a review of the relevant literature. It is concluded that the Portuguese Army, through the Portuguese advisers on Project n.º 5, came to support the Land Force of the F-FDTL in planning the training programme, as well as the Command of the F-FDTL in the planning and preparation of these exercises. The F-FDTL recorded a remarkable evolution in terms of its structural organization and its operation.
