Abstract(s)
No presente Trabalho de Investigação Aplicada, o estudo incidiu sobre “As
Operações em Áreas Edificadas e a sua implicação no desenvolvimento de competências
de Comando e Liderança. Estudo de caso: Kosovo”. O estudo teve como objetivo principal
identificar as competências de comando e liderança necessárias no Combate em Áreas
Edificadas, no contexto do teatro de operações do Kosovo.
Para o estudo, foi aplicado um Questionário de Competências de Liderança em
Áreas Edificadas com as 18 competências de liderança e três fatores critério decorrentes da
ação de comando. Este questionário foi aplicado a 46 militares do 1º Batalhão de Infantaria
Mecanizada e a 55 militares do 1º Batalhão de Infantaria Paraquedista, que pertenceram a
uma Força Nacional Destacada no Kosovo. Com base nas respostas obtidas, efetuou-se o
tratamento dos dados, bem como a sua análise com recurso ao programa estatístico
Statistical Package for Social Sciences.
As respostas de todos os militares têm por base a ação de comando e liderança dos
seus superiores hierárquicos. Por esse motivo, foi feita uma análise estatística quanto aos
diferentes variáveis dependentes.
Os resultados indicam que, desde os comandantes, até às próprias praças, são
exigidas competências de liderança diferentes de outro teatro de operações. Sendo as
operações em áreas edificadas um ambiente bastante exigente, em termos físicos e
psicológicos com elevados níveis de stress, estas exigem que os comandantes desenvolvam
competências de comando e liderança específicas para este tipo de operações.
Através do presente estudo, conclui-se que as operações em áreas edificadas
implicam o desenvolvimento no treino e na formação de oito competências essenciais para
os comandantes durante as operações em áreas edificadas, nomeadamente, a “aptidão
técnica e profissional”, “capacidade de resolver problemas”, “coragem”, “promoção
desenvolvimento”, “liderança participativa”, “flexibilidade e adaptabilidade”,
“influência/referência” e “tomar decisões”.
Para a obtenção de desempenho e satisfação neste contexto, as competências de
liderança que mais exponenciam o esforço extraordinário, a eficácia e a satisfação, são:“tomar decisões”, “promoção de desenvolvimento”, “liderança participativa” e “influência/referência”. Quanto ao fator critério “satisfação”, no presente estudo não foram obtidas variáveis preditoras que contribuam para este fator.
Abstract In the Present Applied Research Essay, the study focused on "The operations in Built Up Areas and the implication in the development of Command and Leadership competences. Study case: Kosovo". It had as its main objectives identifying the competences of command and leadership necessary to combat in built-up areas, in the Kosovo theatre of operations. To this study, a Command and Leadership survey in built-up areas was applied, considering the 18 competences of leadership and three criteria factors recurrent of the command action. This survey was applied to 46 military of the 1BIMec and to 55 military of the 1BIPara, which belong to a National Deployed Force in Kosovo. Taking into account the obtained answers, the treatment of the data was executed, as well as its analysis recurring to the statistical program Statistical Package for Social Sciences. The responses of all the military personnel have by foundation the perception that they have on their hierarchical superiors. Therefore, a statistical analysis concerning the different Posts, Units and Experience was conducted. The results indicate that, from the commandants of these forces, to the soldiers themselves, the Leadership skills required are different from another operations theatre. Being the built up areas a nerve wrecking theatre presenting high levels of stress, these require the commanders to develop skills of command and leadership specific to this type of operations. Through the present study, concludes that the operations in built up areas imply the development in training and in the formation of eight essential competences to the commanders during the operations in built up areas, namely, the “professional and technical skills”, “capacity to solve problems”, “courage”, “promotion and development”, “participative leadership”, “flexibility and adaptability”, “influence /reference”, “decision making”. To obtain performance and satisfaction in this context, the competences of leadership that intensify the extraordinary effort, the efficiency and satisfaction are “decision making”, “promotion of development”, “participative leadership”, and “influence/reference”. As for the criteria factor “satisfaction”, in the present study no predicting variables were attained that contributed to this factor.
