Abstract(s)
Thomas Friedman, um famoso colunista do New York Times, no seu último livro “O
Mundo é Plano”, demonstra que o mundo está a evoluir para uma nova “forma”, brincando
com a tese de Colombo de que o mundo é redondo. Nos negócios, na investigação, na
cultura e na política, o autor defende que a globalização está a tornar o mundo mais justo,
igualitário, mais pequeno e também mais interligado. A Indústria de Defesa encontra-se
assim imersa numa verdadeira teia de fusões, aquisições e “hiperligações”, como se
estivesse a seguir “os caminhos da World Wide Web, em que a página inicial se situa nos
EUA”.
As empresas e indústrias que desenvolvem bens e tecnologias militares já perceberam
que o seu mercado pode partir de uma base nacional, mas tem como objectivo o palco
mundial. Os Estados Membros no quadro da União Europeia procuram competir a nível
internacional e afirmar-se no mundo através da consolidação da sua Base Tecnológica e
Industrial Europeia. Portugal tem que aproveitar as oportunidades no quadro da Agência
Europeia de Defesa e participar na Cooperação Estruturada Permanente no campo da
segurança e defesa preconizada no Tratado de Lisboa. Esta é a única via para Portugal
entrar numa das carruagens da frente do desenvolvimento, para não ter de correr o risco de
viajar nas carruagens de classe inferior da retaguarda, ou inclusivamente de não apanhar o
comboio do progresso.
As recentes transformações do mundo, a interdependência global e a situação
económica do país têm fomentado sucessivas restrições orçamentais na área da defesa.
Portugal já iniciou a reforma das suas Forças Armadas, e em particular da sua Industria de
Defesa. A Indústria de Defesa Nacional é uma arma de defesa económica fundamental e
um motor vital de investigação e desenvolvimento de muitos sectores da economia
nacional. Por isso, o Estado Português tem que avaliar a privatização da sua Indústria de
Defesa e procurar formas de a desenvolver e promover mundialmente.
Este trabalho, pretende assim, conduzir os leitores através da compreensão da
evolução da Indústria de Defesa e dá uma ênfase especial e orientações específicas para o
desenvolvimento futuro da Indústria de Defesa Nacional. Abstract: In his latest book "The World is Flat", Thomas Friedman, a famous columnist of the
New York Times, shows that the world is evolving into a new "form", playing with the
thesis of Colombo that the world is round. The author argues that in business, research,
culture and politics, globalization is making the world more just, egalitarian, smaller and
also more interconnected. Therefore, the Defence Industry is immersed in a real web of
merges, acquisitions and "hyperlinks", almost as if it were following “the paths World
Wide Web, whose homepage is located in the United States of America".
The industries and companies that develop military technologies and products have
already realized that although exploring the market can start up on a national basis, they
have to aim at the world at large. The Member States of the European Union are building
up their European Defence Technological and Industrial Base to compete internationally
and to assert themselves in the world. Portugal has to take advantages of the new coming
opportunities in the framework of the European Defence Agency and take part in the
Permanent Structured Cooperation in the field of security and defence established by the
Lisbon Treaty. This is the only way for Portugal to step in one of the front development
carriages, rather than risk travelling in the rear lower-class carriages or even missing the
train of progress.
The recent transformations of the world, the global interdependence and the in-country
economic situation have reflected in successive cuts in the area of defence. Portugal has
already started reforms in its Armed Forces and in particular its Defence Industry. The
National Defense Industry is an essential economic defense weapon and a vital engine for
the research and development of many sectors of the national economy. Therefore, the
Portuguese State has to assess its privatization and search for ways to develop and promote
it worldwide.
This study wishes to lead the readers through the understanding of the defence
industry evolution in the world and gives special attention to and guidelines for the future
development of the Portuguese Defence Industry.
