Abstract(s)
Nos países ocidentais, com o predomínio dos estados de direito democrático, a ação das polícias tendencialmente tem-se aproximado da defesa do bem comum, da segurança e bem-estar da sociedade/comunidade, em equilíbrio com a garantia de preservação dos direitos fundamentais. Ainda assim, as orientações de atuação das polícias só indiretamente tem origem na comunidade em que se inserem pois que, o papel dos cidadãos, nesta matéria, consiste em eleger os seus representantes políticos, de entre as listas previamente elaboradas pelos partidos, dos quais emanam as leis pelas quais se regem as polícias. E é o comando das, polícias, também com uma organização centralizada, que determina, a partir da capital, qual a organização, efetivo e atuação que as deve reger ao serviço das comunidades de qualquer localidade. Sobra assim uma reduzida liberdade para as comunidades influenciarem sobre as reais necessidades e muito menos participarem nas decisões que mais se lhes relacionam no âmbito da segurança.
Entendemos assim que, promover o equilíbrio entre centralidade e autonomia proporcionando a participação e maior envolvência das comunidades, nas ações que a elas respeitam, na promoção da sua segurança e bem-estar, constitui o rumo natural na concretização da função suprema do estado e da sua administração, bem como no aprofundar da democracia, por isso, cabe também à PSP orientar-se nesse mesmo sentido.
In Western countries, with the democratic rule of law predominance, police action has tended to approximate the defense of common good, the security and well-being of society / community, in balance with the guarantee of protection of fundamental rights. Even so, the guidelines of police action only indirectly come from the community in which they are inserted. The role of citizens in this area is to elect their political representatives from the lists previously drawn up by the parties. And are these representatives that make the laws to govern the police. And it is the command (also with a centralized organization) who determines, from the capital which organization, personnel and acting that must govern the police that serves the communities of any given location. There is, thus, little freedom for communities to influence their real needs, even less so to participate in the most security-related decisions. Therefore, the goal is promoting the balance between centrality and autonomy, providing the participation and greater involvement of the communities, in the actions that respect themselves, promoting their own security and well-being. This is the natural course in achieving the supreme function of the state and its administration, as well as in the deepening of democracy, as such, it is also up to PSP to guide itself in the same direction.
