O suporte logístico (SL), entendido como a capacidade de ter a coisa certa no lugar
certo à hora certa, é um aspeto essencial para o sucesso das operações militares. O
reconhecimento deste facto, em conjunto com o desenvolvimento tecnológico dos sistemas
de armas (SA), conduziu à evolução dos processos de gestão e contratação do suporte
logístico.
A Força Aérea Portuguesa (FAP) acompanhou essa evolução e possui experiência com
contratos tradicionais e contratos de performance, experiência essa que se torna
especialmente relevante na atual conjuntura de racionalização de recursos financeiros,
materiais e humanos.
É neste contexto que se propõe estudar os modelos de SL atualmente em utilização na
sustentação dos SA da FAP, procurando fazer uma caracterização de cada modelo,
identificar lições a reter da sua utilização, e identificar também critérios que permitam
sistematizar a escolha em futuras contratações. Para atingir este objetivo foram efetuadas
entrevistas a elementos responsáveis pelo SL dos SA da FAP.
Analisando os resultados, e considerando também a pesquisa bibliográfica efetuada,
conclui-se que não existe um tipo de contrato único que responda às necessidades de todos
os SA, no entanto, é possível identificar critérios que orientam o estabelecimento de futuros
contratos, assentes nas especificidades do SA. Abstract: The logistical support, understood as the capability of having the right thing in the
right place at the right time, is an essential aspect of successful military operations. The
recognition of this fact, together with the technological development of the weapon systems,
led to the evolution of the management and contracting processes for logistical support.
The Portuguese Air Force followed this evolution and has experience with traditional
contracts and performance contracts, which is especially relevant in the current situation of
rationalization of financial, material and human resources.
In this context, it is proposed to study the logistical support models currently in use to
support the weapon systems of the Portuguese Air Force, seeking to characterize each
model, identify lessons learned with its use, and also identify criteria that allow
systematizing the choice in future contracts. To achieve this objective, interviews were made
to the people responsible for the logistical support of the weapon systems of the Portuguese
Air Force.
Analysing the results, and also considering the bibliographic research carried out, it
is concluded that there is not a single type of contract that responds to the needs of all
weapon systems, however, it is possible to identify criteria that guide the establishment of
future contracts, based on the specificities of the weapon systems.
