A gestão da aviação desempenha um papel crucial no desenvolvimento e segurança do
sector da aviação, especialmente em países em desenvolvimento como Angola. Com o
crescimento do sector da aviação e a necessidade de integração nos mercados globais,
é essencial compreender as competências de gestão necessárias e identificar as lacunas
de formação existentes, a fim de promover a eficiência e a competitividade das
operações de aviação. O principal objetivo desta dissertação é identificar as principais
necessidades de formação em gestão na indústria aeronáutica angolana, ao nível da
primeira linha e das chefias intermédias. Para atingir este objetivo, foi realizado um
estudo qualitativo envolvendo um focus group com nove profissionais ligados ao sector
aeronáutico em Angola, ocupando posições estratégicas e com vasta experiência na
área. Os resultados revelam carências significativas em competências essenciais, como
o domínio das regras e regulamentos da aviação civil, a gestão financeira e comercial
adaptada aos mercados africanos, a liderança estratégica e organizacional, bem como o
domínio da língua inglesa. A oferta de programas de formação especializada no país é
igualmente limitada, o que restringe a capacidade de desenvolver internamente as
competências necessárias. Estas deficiências impedem o sector de realizar todo o seu
potencial e sublinham a necessidade de investir na formação e no reforço das
capacidades dos recursos humanos. Conclui-se que é imperativo alargar e diversificar a
oferta formativa em Angola, alinhando-a com as melhores práticas internacionais e
promovendo parcerias estratégicas. Apostar na formação contínua e na valorização dos
profissionais locais é essencial para o fortalecimento do sector aeronáutico angolano,
garantindo segurança, eficiência e competitividade no panorama internacional.
Aviation management plays a crucial role in the development and safety of the aviation industry, especially in developing countries like Angola. With the growth of the aviation sector and the need to integrate into global markets, it is essential to understand the necessary management skills and identify the existing training gaps in order to promote the efficiency and competitiveness of aviation operations. The main aim of this dissertation is to identify the main management training needs in the Angolan aeronautical industry, at first line management and middle management levels. To achieve this objective, a qualitative study was carried out involving semi-structured interviews with nine professionals linked to the aeronautical sector in Angola, occupying strategic positions and with extensive experience in the field. The results show significant shortcomings in essential skills, such as mastery of civil aviation rules and regulations, financial and commercial management adapted to African markets, strategic and organizational leadership, as well as proficiency in English. There is also a limited supply of specialized training programs in the country, which restricts the ability to develop the necessary skills internally. These gaps prevent the sector from realizing its full potential and highlight the need for investment in training and capacity building for human resources. The conclusion is that it is imperative to expand and diversify the training offer in Angola, bringing it into line with international best practice and promoting strategic partnerships. Investing in continuous training and in valuing local professionals is essential to strengthening the Angolan aeronautical sector, ensuring safety, efficiency and competitiveness on the international stage.
