As frentes marítimas urbanas situadas em povoações de média e pequena dimensão com porto convivem talvez de uma forma mais direta com as dinâmicas e as infraestruturas desta atividade -de carácter mais industrial-, do que as frentes urbano-portuárias de maior relevo, onde a relação porto-cidade está geralmente mais estudada e organizada. A evolução do funcionamento da cidade e do porto num mesmo espaço e tempo, com dinâmicas e interesses muito diferentes, resulta com frequência, nestas povoações portuárias de menor dimensão, num espaço público desarticulado e fragmentado.
O primeiro objetivo deste trabalho é a identificação das dinâmicas geradoras da desarticulação e fragmentação do âmbito marítimo-portuário de povoações de média e pequena dimensão, tomando como exemplo a frente marítima de Bueu, onde as infraestruturas portuárias se situam no centro, gerando uma barreira que desequilibra o espaço neste contexto. A partir do resultado do estudo dessas dinâmicas, estabelecem-se umas bases para o ordenamento e o planeamento urbano, sendo refletidos no segundo objetivo deste trabalho, através da elaboração de uma proposta projetual para o reordenamento e a revitalização da frente marítima de Bueu, de forma a alcançar-se um funcionamento equilibrado entre a cidade e o porto.
Para atingir estes objetivos seguiu-se uma metodologia de trabalho que permitisse adquirir conhecimento sobre o município de Bueu, para o qual se consultaram livros e artigos de autores locais, teses e estudos sobre o concelho, se realizaram encontros com autoridades locais e entidades portuárias e se mantiveram conversações com bibliotecários e escritores de publicações locais. As visitas ao lugar, o estudo e a análise ‘in situ’, a observação, a tomada de apontamentos e a realização de fotografias foram uma tarefa contínua durante dias, horas e momentos diferentes ao longo de todos estos meses de trabalho.
Todo o processo permitiu identificar e entender as dificuldades e a complexidade da convivência das diferentes atividades que ocorrem diariamente nas frentes marítimas de média e pequena dimensão, que além disso são urbanas e portuárias, que não deveriam de ser esquecidas ou sentenciadas a projetos sem planeamento, sem pensamento nem gosto, elaborados por pura burocracia económica, administrativa e política.
Este trabalho completa-se com um projeto de urbanismo para a intervenção na frente marítima urbano-portuária de Bueu, dominada agora por veículos y por um urbanismo abandonado, em resultado de sucessivas intervenções desconexas. A proposta pretende transformar este lugar numa frente para as pessoas, que poderão desfrutar deste espaço para atividades de ócio, reunião, passeio, encontros desportivos, culturais e sociais, com o som do mar como cenário de fundo. De igual modo, a intervenção permite dar continuidade ao passeio ao longo da costa, para além da própria área de intervenção. Espera-se que este trabalho sirva para destacar o interesse e a inquietude por estos lugares, e que o projeto desenvolvido possa servir de estímulo para eventuais intervenções a realizar em povoações de características semelhantes.
In general, small and medium-sized towns with urban maritime fronts show a strong interrelationship between the harbour, and it´s infrastructures and dynamic activities, with the urban space. However, the evolution and the functioning of the city and the harbour – in space and time - each with very different logics, dynamics and interests, often results in disjointed and fragmented public spaces. This academic project is based on two main objectives. The first objective is to study and to identify the dynamics that generate the disarticulation and fragmentation of maritimeharbour areas in medium and small populations. The central position of port infrastructures generate barriers with the urban space, as in the example of Bueu. The outcome of this study, results in several organisational principles for the design and planning of the urban space of medium and small urban maritime fronts. Beside site specific elements, these principles give an important input for the achievement of the second objective, namely: the elaboration of a urban design project which includes a proposal for the reorganisation and revitalisation of the Bueu maritime front, in such a way that a more balanced interrelationship and space can be achieved between the urban space and the harbour. To achieve these objectives, a work methodology has been followed to acquire knowledge from the municipality of Bueu, consulting books and articles of local authors, academic theses and other studies about Bueu. The work also includes several meetings with the local authority and harbour, as well discussions took place with archivists and writers of local publications. By site visits the study and analysis 'in situ' took place. This local observation, taking notes and photographs have been a continuous task during the process of the project. The process made it possible to identify and understand the difficulties and complexity of the coexistence of the different activities, on a daily base, and the frictions with the urban space. The case of Bueu demonstrates that the harbour area have a direct and strong influence for the urban functioning and quality of its space. It is therefore that the harbour area should not be forgotten or sentenced to projects without planning in relationship with the character and needs of its town. This means that further transformations of the harbour area and the maritime front should be always go beyond the actual restrictive view point of serving economic interests, administrative and political bureaucracy. This work is completed with an urban planning project for the intervention in the urban-harbour seafront of Bueu. In actual times, this space is dominated by many vehicles – driving and parked - and a fragmentation and discontinuity of the public space. The project establish conditions in order to organise this place as a social place with more space for people to enjoy for leisure activities, meetings, walks, sports, cultural and social events, with always the sound of the sea in the back. The intervention also includes new routes to allow the continuity for pedestrians along the coast, which goes beyond the intervention area itself. The proposal lays down a new basis for the public space of Bueu, which will connect the seafont better with its urban area, as well give structure for further developments.
