Na era do conhecimento a transformação digital das instituições não é só uma exigência legal, mas uma realidade indispensável para a sobrevivência. No caso da administração pública e das forças de segurança essa transformação tem que começar olhando para os seus “consumidores”, para os cidadãos.
Nessa linha, a presente pesquisa aprofunda os fundamentos dos processos e-Police na Guarda Civil espanhola, analisando o estado da arte da sociedade de informação em Espanha, a legislação sobre a transformação digital, a qualidade dos serviços eletrónicos disponibilizados e o alinhamento da sua estratégia com estes processos. Finalmente focamo-nos nos líderes da Guarda Civil, os comandantes, visando avaliar o seu conhecimento das ferramentas digitais bem como o seu envolvimento na estratégia da Instituição neste domínio.
Através de uma estratégia de investigação mista, que combina análise de autores, legislação, sondagens, inquéritos por questionário e entrevistas semiestruturadas, avaliam-se as caraterísticas internas dos serviços e-Police e os aspetos externos que os condicionam para salientar os pontos fortes e fracos, as oportunidades e ameaças que enfrenta a Guarda Civil para que estas ferramentas sejam úteis e a instituição caminhe ao passo que exige a sociedade de informação. Abstract: In the age of knowledge, the digital transformation of institutions is not only a legal requirement, but an essential reality for survival. In the case of the public administration and the security forces, this transformation should start looking at its "consumers", the citizens.
In this line, this research delves into the fundamentals of the e-Police processes within the Spanish Civil Guard, analyzing the state of the art of the information society in Spain, the legislation on digital transformation, the quality of the electronic services and the alignment of its strategy with these processes. Finally, we focus on the Civil Guard leaders, their commanders, to evaluate their knowledge of the digital tools as well as their involvement in the Institution's strategy in this field.
Through a mixed research strategy, combining analysis of authors, legislation, surveys, questionnaires and semi-structured interviews, we evaluate the internal characteristics of e-Police services, and their externalities, to highlight the strengths and weaknesses, opportunities and threats, facing the Civil Guard in order to e-Police services being useful, and the Institution walks along the path towards current society of information.
