Abstract(s)
A sinistralidade rodoviária é um problema que, nos últimos dez anos, tem causado
muita dor e angústia à sociedade guineense. Atualmente, os peões representam uma parte
significativa das mortes nas estradas guineenses, pelo que abordar o tema dos atropelamentos
rodoviários torna-se atual e necessário. A polícia de trânsito, na qualidade unidade policial
no seio da POP responsável pelo controlo e fiscalização rodoviária, bem como pela
intervenção em situação de acidentes na cidade de Bissau. Por essa mesma razão, torna-se
indispensável desenvolver um modelo da intervenção que permita reduzir a dor e o
sofrimento das famílias de vítimas de acidentes. Esta investigação tem como principal
objetivo estudar a sinistralidade rodoviária, concretamente os atropelamentos na cidade de
Bissau, e em simultâneo identificar as causas e os fatores que os influenciam, e finalmente
propor soluções para o problema. Para a recolha de dados optou-se pela realização de
entrevistas a oficiais, 1º subchefes, técnicos e especialistas das instituições responsáveis pela
segurança rodoviária na cidade de Bissau. Por conseguinte, escolheu-se utilizar análise de
conteúdo, por este apresentar o método mais ideal para chegar ao objetivo pretendido. O
modelo proposto abrange as entidades governamentais como a Polícia, Autoridade Nacional
da Segurança Rodoviária e a Câmara Municipal de Bissau, organizações não
governamentais, associações e a sociedade em geral. Ademais, para além de propor medidas
de atuação antes, durante e depois da ocorrência da sinistralidade rodoviária, também aborda
de forma harmoniosa a importância de relacionar os conceitos da prevenção, segurança,
policiamento e da mobilidade como forma de reduzir os acidentes de viação, tornando as
estradas mais seguras.
Road accidents are a problem that has caused Guinean society a great deal of pain and anguish over the last ten years. Pedestrians currently account for a significant proportion of deaths on Guinean roads, which is why tackling the issue of road accidents is topical and necessary. As a police unit within the POP, the traffic police are responsible for road control and enforcement, as well as intervening in the event of accidents in the city of Bissau. For this reason, it is essential to develop an intervention model to reduce the pain and suffering of the families of accident victims. The main aim of this research is to study road accidents, specifically hit-and-run accidents in the city of Bissau, and at the same time to identify the causes and factors that influence them, and finally to propose solutions to the problem. To collect data, interviews were conducted with officers, 1st deputy chiefs, technicians, and specialists from the institutions responsible for road safety. It was therefore decided to use content analysis, as this is the most ideal method for achieving the desired objective. The proposed model covers government bodies such as the Police, the National Road Safety Authority, and the Bissau City Council, as well as non-governmental organisations, associations, and society in general. In addition to proposing action measures before, during and after road accidents occur, it also harmoniously addresses the importance of linking the concepts of prevention, safety, policing, and mobility as a way of reducing road safety.
