Abstract(s)
Este Trabalho de Investigação Aplicada abordou uma possível necessidade de atualização das Unidades de Artilharia do Exército Português, comparando com as tendências observadas na guerra da Ucrânia e as diretrizes da OTAN. O problema central reside na falta de alinhamento com as práticas contemporâneas de combate e na obsolescência dos equipamentos.
Posto isto, este estudo tem como objetivo principal identificar contributos para uma reorganização eficaz dessas unidades, alinhada com as capacidades catalogadas pela OTAN.
A metodologia indutiva foi empregue, utilizando uma pesquisa qualitativa e análise documental, baseada no estudo de caso da Artilharia portuguesa. Para isto, foi considerado então, como literatura para recolha de dados, uma análise documental, de documentos estruturantes atuais do Exército Português, das lições identificadas da guerra da Ucrânia, elegidas as capacidades militares terrestres a desenvolver, através do Capability Codes and Capability Statements (2024), com base nisto foram identificados alguns contributos no âmbito da organização do dispositivo do Sistema de Forças, limitados às Unidades de Artilharia.
As principais conclusões destacam a necessidade de modernização e reorganização das Unidades de Artilharia do Exército Português, com base nas lições da guerra na Ucrânia e nas capacidades delineadas pela OTAN. Observou-se a importância da mobilidade, integração de tecnologia avançada e coordenação eficiente para aumentar a eficácia e precisão dos ataques, especialmente no uso de sistemas de apoio de fogos e defesa antiaérea.
A reorganização proposta baseia-se na centralização de Unidades estratégicas em locais específicos para otimizar o treino, a interoperabilidade e a resposta operacional. A concentração de esforços em infraestruturas adequadas e treino especializado possibilitará uma maior preparação para enfrentar os desafios contemporâneos e contribuir para a defesa nacional.
This Applied Research Paper addressed a possible need to update the Portuguese Army's Artillery Units, comparing them with the trends observed in the war in Ukraine and NATO guidelines. The central problem lies in the lack of alignment with contemporary combat practices and the obsolescence of equipment. That said, the main objective of this study is to identify contributions to an effective reorganization of these units, in line with the capabilities catalogued by NATO. Inductive methodology was employed, using qualitative research and documentary analysis, based on a case study of the Portuguese Artillery. For this purpose, a documentary analysis of the current structuring documents of the Portuguese Army, the lessons identified from the Ukraine war, the military land capabilities to be developed, through the Capability Codes and Capability Statements (2024), were considered as literature for data collection, based on which some contributions were identified within the scope of the organization of the Force System device, limited to the Artillery Units. The main conclusions highlight the need to modernize and reorganize the Portuguese Army's Artillery Units, based on the lessons of the war in Ukraine and the capabilities outlined by NATO. The importance of mobility, integration of advanced technology and efficient coordination was noted to increase the effectiveness and precision of attacks, especially in the use of fire support systems and anti-aircraft defense. The proposed reorganization is based on centralizing strategic units in specific locations to optimize training, interoperability, and operational response. Concentrating efforts on appropriate infrastructure and specialized training will make it possible to be better prepared to face contemporary challenges and contribute to national defense.
