Abstract(s)
Os graves incidentes em eventos desportivos, vividos na Europa no final do século XX, mobilizaram os Estados e as instituições europeias a trabalhar em conjunto para desenvolver novos e aperfeiçoados modelos de segurança. O Conselho da Europa e a União Europeia, dinamizando e coordenando os esforços de outras agências e parceiros, contribuíram de forma persistente para o desenvolvimento de novos paradigmas.
A “Convenção Europeia sobre a Violência e os Excessos dos Espectadores por Ocasião das Manifestações Desportivas e nomeadamente de Jogos de Futebol”, aprovada pelo Conselho da Europa em 1985, ano da tragédia de Heysel, foi uma das respostas mais significativas das últimas décadas, complementada pelas variadas Recomendações que se seguiram.
Fruto da experiência europeia, dos erros, sucessos e lições aprendidas (para as quais Portugal também contribuiu), o Conselho da Europa voltou a aprovar, em maio de 2016, uma Convenção dedicada à segurança dos eventos desportivos. A “Convenção Europeia sobre uma Abordagem Integrada de Safety, Security e Service em Jogos de Futebol e Outros Desportos” apresenta uma perspetiva multi-institucional e holística que integra, de forma consolidada, os princípios e boas práticas desenvolvidos ao longo dos últimos anos na Europa.
Por conseguinte, pretendemos através deste estudo conhecer os preceitos da nova Convenção Europeia e compreender de que forma poderá o modelo nacional de “combate à violência, ao racismo, à xenofobia e à intolerância nos espectáculos desportivos” beneficiar da incorporação desses princípios e boas práticas.
Serious incidents at sports events lived in Europe in the late twentieth century mobilized the States and the European institutions to work together developing new and improved safety and security models. The Council of Europe and the European Union, streamlining and coordinating the efforts of other agencies and partners, contributed persistently to the development of new standards. The " European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches," adopted by the Council of Europe in 1985, the year of the Heysel tragedy, was one of the most significant responses in the last decades, complemented by the Recommendations that followed. As an outcome of the European experience, mistakes, successes and lessons learned (for which Portugal also contributed), the Council of Europe came to pass once again, in May 2016, a convention dedicated to the safety and security of sports events. The "European Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events" features a multi-agency and holistic perspective that integrates, on a consolidated basis, the principles and best practices developed over the last few years in Europe. Therefore, we aim through this study to know the guidelines of the new European Convention and understand how the Portuguese model and framework of "combating violence, racism, xenophobia and intolerance in sports events" may benefit from the incorporation of these principles and best practices.
