Abstract(s)
As irregularidades operacionais devem ser olhadas pelas companhias aéreas com rigor e oportunidade para melhorias. Muitas delas não dependem do planeamento da companhia em si, mas sim da sua resposta a episódios não previstos (meteorologia, avarias, slots aeroportuários, etc). Essa resposta é que define a organização e o seu poder de resposta. Não estar preparado para estas circunstâncias, equivale a dizer a não estar preparada para o negócio do transporte aéreo. Assim, assumindo que as IROPS (Irregular Operations) são parte da dinâmica operacional de uma rede aérea, também há que assumir que peso dar a situações não expectáveis, e validar e medir as suas respostas. Essas medidas tendem a estar orientadas com as filosofias operacionais da organização. Baseadas nelas estão definidos procedimentos que procuram minorar a irregularidade, promovendo os objetivos finais de não alterar substancialmente a experiência do passageiro, e ao mesmo tempo, minorar os impactos económicos de tais decisões. O peso deste estudo recai na definição, alocação e análise da substituição de uma aeronave afeta a um voo, em ambiente de IOC (Integrated Operations Center) na companhia TAP Air Portugal.
Neste trabalho, a estrutura adotada é de explicar cronologicamente, o processo geral de planeamento dos voos em rede. Vamos abordar como é implementada essa estrutura na operação e como ela decorre no dia a dia. Esta análise pressupõe medir e avaliar os processos de maximização de resultados operacionais e ao mesmo tempo, aqueles de redução desses impactos. Esta análise recai, sobretudo, nos processos de decisão afetos às aeronaves para um voo, denominado como Tail Assignment e a troca de aeronaves, denominada Tail Swap. Grande parte do estudo será em ambiente de operações no IOC na TAP Air Portugal, no período entre Setembro de 2023 e Janeiro de 2024
Irregular Operations (IROPS) should be looked over by the Airlines companies with detail and open to improvement. Some of them do not depend on the planning of operations per si, but from the response given to non-predicted events (weather, malfunctions, airport slots, etc). These responses normally define the organisation and its power of preparedness. Not being prepared for these circumstances, is the same as not prepared for air transport operations. Then, assuming IORPS are a part of the dynamic of air transport operations network, one should also assume the weight of these unexpected situations, to validate and measure their responses. These measures should be oriented to operational and corporate philosophies, so that procedures that emanated from them should be followed in order to minimize irregular operations outcome. That translates in doing so, not changing substantially the passenger experience, and at the same time, minimize the economic impacts of those decisions. The weight of this study will fall in the definition, allocation, and analysis of changing and aircraft planned for an operation. In this work, the adopted structure is to explain, chronologically, the general process of planning network flights. Also, we will approach how that implemented structure is made through daily operations. In this analysis, we will be addressing the measurement and evaluation of the optimizing processes, and at the same time, the reduction of operational costs. There will be also approaches to the decision process procedures, relative to changing an aircraft for a planned operation. There will be also approaches to the process of Tail Assignment and Tail Swap. Most of this study was done in Integrated Operations Center environment at TAP Air Portugal, between September 2023 and January 2024.
