Abstract(s)
A União Europeia encontra-se a desenvolver a Common Information Sharing Environment, com o objetivo de permitir o acesso, em tempo útil, a uma série de informação relevante e exata. Para isso, desenvolveu um projeto, o EUCISE 2020, onde Portugal, participa com o seu projecto nacional NIPIM@R.
Este trabalho pretende avaliar a possível contribuição da Marinha e da Autoridade Marítima Nacional, como uma participação de Portugal para a segurança marítima da União Europeia até 2021. Através de um desenho de pesquisa assente no estudo de caso, com um raciocínio dedutivo, assente numa estratégia de investigação qualitativa, respondeu-se à questão central “Qual a possível contribuição da Marinha e da AMN, como uma participação de Portugal, para a segurança marítima da UE até 2021.” Para isso, estudou-se o projeto europeu EUCISE 2020 e o projecto nacional NIPIM@R, por forma a fazer uma análise à contribuição da Marinha para a vigilância Marítima.
Da avaliação realizada concluiu-se que existe espaço para melhorar a cooperação entre as entidades nacionais, assim como a necessidade da criação de um normativo que regule a partilha de informação e de mais investimento para modificar os sistemas por forma a permitir a partilha de informação na sua plenitude.

In order to do so, project EUCISE 2020 was developed. Portugal participates with its own national project - NIPIM@R. The purpose of this work is to assess a potential contribution of the Navy and the National Maritime Authority, as a participation of Portugal to the European Union maritime security until 2021. This paper will answer the following research question: “What is the potential contribution of the Navy and the National Maritime Authority, as a participation of Portugal in the European Union maritime security until 2021?”, by using a case study and a deductive reasoning based on a qualitative research strategy. The EUCISE 2020 European project and the NIPIM@R national project were studied in order to assess the Navy’s contribution to maritime surveillance. The results from the assessment allow us to conclude that the cooperation among national entities can be improved; there is a need to rule the sharing of information; and that more investment is needed to change the systems to enable full information sharing.
