Abstract(s)
A formação na Polícia de Segurança Pública (PSP) é essencial para que os seus profissionais possam, com maior facilidade, cumprir a missão que lhes é confiada. Uma das prioridades da PSP é a formação dos seus elementos na utilização e manuseamento seguro da arma de fogo. O atual Plano de Formação de Tiro (PFT) entrou em vigor a 1 de janeiro de 2010 trazendo consigo uma inovadora metodologia formativa, mais adaptada à realidade policial e com respostas concretas às dificuldades sentidas pelo seu efetivo.
O presente estudo, baseado no método qualitativo e no tratamento de dados feito pela análise de conteúdo, tem como objetivo geral verificar se a aplicação do PFT, no Comando Metropolitano do Porto, contribuiu para a melhoria de resultados obtidos pelos seus elementos. Também pretendemos analisar a variação dos resultados registados nas diversas modalidades de tiro, bem como no teste escrito, na avaliação final e na certificação de tiro.
Foi realizado um estudo incidindo sobre uma amostra de 49 oficiais e chefes do Comando Metropolitano do Porto, que consistiu na recolha de dados das fichas de registo de tiro, com referência ao lapso temporal compreendido entre 1 de janeiro de 2010 e 31 de dezembro de 2013, no sentido de se determinar e estudar a variação dos resultados obtidos.
Como resultado desta investigação verificámos que os valores obtidos nas diferentes modalidades de tiro variaram ao longo do período estudado. Constatámos que, com exceção da modalidade de tiro de reação policial e do teste escrito, todas as restantes modalidades e itens avaliados apresentaram uma regressão nos resultados obtidos entre 2012 e 2013, apesar de não muito significativa.
The vocational training in the “Polícia de Segurança Pública” (Public Security Police), abbreviated as "PSP", is essential to an easier accomplishment of the mission their professionals are trusted with. A top priority of PSP is to train their staff to handle and use firearms safely. The present “Plano de Formação de Tiro” (Shooting Training Plan), abbreviated as “PFT”, came into effect on the 1st January 2010 and implemented an innovative formative methodology, which is more adequate to the reality of the police force and supplies concrete answers to the difficulties felt by their members. The present study, based on the qualitative research method and the treatment of data carried out through the content analysis, has as a general goal to check if the application of the PFT, in the Metropolitan Command of Porto, contributes to the improvement of the results achieved by their members. We also intend to analyse the variation in the results recorded in the different shooting modalities, as well as in the written test, in the final assessment and in the shooting certification. A study was undertaken which focused on a sample of 49 officers and chiefs of the Metropolitan Command of Porto, consisting on the gathering of data from the shooting registration files, with reference to the period of time between the 1st January 2010 and the 31st December 2013, to determine and study the variation in the achieved results. As an outcome of this research, we concluded that the values registered in the shooting different modalities changed within the period in study. We realized that, except for the modality of police reaction and the written test, all the assessed modalities and items presented a regression regarding the results obtained between 2012 and 2013, despite not being relevant.
