Abstract(s)
O presente trabalho tem como objetivo formular subsídios para a melhoria da Fase de Ação Corretiva do Processo de Lições Aprendidas em uso pelo Exército Português. Para tal, analisou-se a Fase de Implementação do Processo de Lições Aprendidas em uso na NATO e a Fase de Ação Corretiva do Processo de Lições Aprendidas em uso pelo Exército Português, elencando os problemas de cada uma dessas fases. Para recolha de dados procedeu-se à análise documental de relatórios e realização de entrevistas à estrutura de Lições Aprendidas do Comando das Forças Terrestres e do Estado-Maior do Exército bem como a especialistas na área das Lições Aprendidas.
Nesta investigação recorreu-se a uma metodologia de raciocínio dedutivo, assente numa estratégia de investigação qualitativa, substanciada num estudo de caso, como desenho de pesquisa.
A pesquisa efetuada permitiu concluir que a Fase de Ação Corretiva, no Exército Português não está a decorrer conforme a doutrina aprovada devido à falta de intervenção e controlo dos Líderes na condução desta fase, à falta de formação dos Oficiais de Lições Aprendidas que ocupam o cargo, em acumulação de funções, e por fim à falta de comprometimento e responsabilização de todos os que fazem parte da estrutura de Lições Aprendidas.
The focal point of this work is to formulate contributions for the improvement of the Lessons Learned Process Remedial Action Phase in use by the Portuguese Army. To achieve the aforementioned, the NATO Lessons Learned Process Implementation Phase and the Lessons Learned Remedial Action Phase in use by the Portuguese Army were analyzed and the problems detected in both phases were listed. The data collection was based on literature review, mainly from NATO and National reports complemented by interviews carried out to the Land Forces Command Lessons Learned Structure as well as NATO and National Lessons Learned Subject Matter Experts. As a research design and supported by a case study, it was used for this research a deductive reasoning methodology based on qualitative research analysis strategy. This research allowed to conclude that the Portuguese Army Lessons Learned Remedial Action Phase is not taking place in accordance with the approved doctrine due to the lack of the Leadership commitment and monitoring; the lack of Lessons Learned Staff Officers Lessons Learned training; and, finally the lack of commitment and accountability of those who are part of the Lessons Learned structure.
