Abstract(s)
A presente investigação propõe-se estudar a Reestruturação dos Serviços Administrativos e
Financeiros (SAF) da Marinha e possíveis Modelos de Agregação nos Setores. O estudo
delimita-se ao Setor da Cultura (SC) e ao Setor Operações Militares (SOM) mais
concretamente aos processos de despesa logísticos e financeiros decorrentes do orçamento
de funcionamento.
O objetivo geral é estudar o Modelo Administrativo e Financeiro (MAF) implementado
nos SAF na Marinha visando uma harmonização e padronização dos processos. Este
modelo decorre da restruturação desencadeada pela Reforma Administrativa e Financeira
do Estado (RAFE).
Recorre-se à metodologia Consensual Qualitative Research – CQR (Hill et al., 1997) para
a análise das entrevistas, que assenta na procura de significados subjacentes ao texto
construído a partir do guião de entrevista semiestruturada, aplicada a uma amostra de sete
participantes.
Da análise dos dados ao SC e ao SOM, não se evidenciam diferenças gritantes, à exceção
das existentes nos processos de despesa logísticos e financeiros. Na Cultura todas as fases
ocorrem de forma concentrada e nas Operações Militares todas as fases ocorrem de forma
desconcentrada no setor, à exceção do pedido de fundos ao tesouro, que é feito de forma
concentrada.
Ainda que a centralização seja uma tendência desejada e em curso, não revela neste
momento robustez suficiente para colmatar as diferenças e especificidades inerentes aos
diferentes setores.
Abstract: The present investigation proposes studying the Restructuring of the Navy’s Administrative and Financial Services (SAF) and the potential Models of Sectorial Aggregation. The study is confined to the Cultural Sector (SC) and the Military Operations Sector (SOM), focusing on the logistic and financial expenditure processes deriving from the working budget. The general goal is to study the Administrative and Financial Model (MAF) implemented in the Navy’s SAF with a view to harmonising and standardising processes. This model derives from the restructuring brought about by the State Administrative and Financial Reform (RAFE). The interview analysis was carried out using the Consensual Qualitative Research – CQR methodology (Hill et al., 1997), which is based on the search for meanings underlying the text constructed from the semi-structured interview script, applied to a sample of seven participants. The analysis of data from the SC and SOM doesn’t show significant differences, except for in the logistic and financial expenditure processes. In Culture all the phases occur in a centralized way, and in Military Operations all the phases occur in a decentralized way in the sector, except for the request of funds to the treasury, which is made in a centralized way. Although centralization is a desired tendency that is already under way, at this moment it doesn’t show enough solidity to resolve the differences and specificities inherent to the different sectors.
