Abstract(s)
O aperfeiçoamento dos procedimentos de recrutamento, seleção e nomeação (RSN) dos cargos dirigentes na Administração Pública (AP), constituem uma das prioridades estratégicas do Programa do XXII Governo Constitucional.
Este trabalho de investigação, desenvolvido no domínio da gestão por competências (GC) centra-se no seu estudo, no contexto da Guarda Nacional Republicana (GNR).
Como objetivo ambiciona contribuir para a valorização do capital humano da GNR, propondo a conceção de um modelo de RSN para os cargos de direção e de chefia, com base no modelo de GC.
O estudo foi desenvolvido segundo uma metodologia do tipo de raciocínio indutivo, de abordagem qualitativa e com desenho de pesquisa de estudo de caso.
A partir desta investigação efetuou-se uma análise crítica aos procedimentos administrativos e às perceções dos interessados à luz dos referenciais teóricos.
Como conclusão, concebeu-se uma proposta de modelo de RSN para os cargos de direção e chefia com base no modelo de GC, de acordo com os princípios que devem nortear a atividade administrativa e estabelecendo como regra o procedimento concursal.
No final, apresentaram-se algumas propostas complementares ao desiderato inicial, na expetativa de mitigar esta divergência, aproximando o modelo proposto às melhores práticas internacionais e nacionais.
The improvement of procedures for recruitment, selection and appointment (RSN) of senior positions in the Portuguese Public Administration (AP), constitutes one of the strategic priorities of the XXII Constitutional Government Program. This research, developed in the field of management by competences (GC) focuses on its study, in the context of the National Republican Guard (GNR). As an objective, it aims to contribute to the enhancement of the human capital of GNR, proposing the design of an RSN model for management and leadership positions, based on the GC model. The study was developed according to a methodology of the type of inductive reasoning, with a qualitative approach and with a case study research design. Based on this investigation, a critical analysis was made of the administrative procedures and the perceptions of those interested in the light of the theoretical framework. As a conclusion, a proposal for an RSN model was designed for management and leadership positions based on the GC model, according to the principles that should guide the administrative activity and establishing as a rule the concourse procedure. In the end, some complementary proposals were offered to the initial intention, with the hope of mitigating this divergence, bringing the proposed model closer to the best international and national practices.
