Este trabalho partiu do tema “Protecção a grupos específicos e a investigação criminal de proximidade”.
O tema referido aborda os estratos populacionais que se afiguram como mais vulneráveis e a investigação criminal de proximidade que está inerente a estes grupos.
As tecnologias de informação são um tema pertinente e de importância crescente no mundo actual, e tendo surgido a necessidade de restringir o tema, partiu-se do seguinte problema: “Quais as implicações do Sistema de Queixa Electrónica (SQE) na investigação criminal de proximidade das mulheres vítimas de violência doméstica?”
De referir que o SQE é um sistema informático que permite a apresentação de uma queixa através da Internet, e foi criado para combater um rol de crimes restrito, entre os quais a
violência doméstica.
O trabalho divide-se em duas partes: enquadramento teórico e trabalho empírico. A primeira baseou-se em pesquisa bibliográfica enquanto a segunda assentou maioritariamente na realização de entrevistas a um grupo restrito de pessoas, com a finalidade de recolher dados importantes.
Foram apuradas algumas considerações, em que o SQE se revela uma alternativa eficaz face ao sistema de queixa tradicional, mas que nos crimes de violência doméstica não se mostra particularmente adequado ao seu acompanhamento, assim como o conceito de proximidade fica desvirtuado com a implementação deste novo sistema.
Poder-se-á ter em conta estes aspectos determinados na perspectiva da elaboração de futuros estudos sobre o tema, no sentido de aperfeiçoar a qualidade destes meios informáticos na melhoria do desempenho policial e, cumulativamente, no bom serviço prestado aos cidadãos.
Abstract This work began from the main theme “Protection to specific groups and the proximity criminal investigation”. The above-mentioned subject boards the population strata that seem to be more vulnerable and the proximity criminal investigation that is inherent to these groups. The information technologies are a relevant subject and of growing importance in the current world, and, having occurred the necessity of restricting the main theme, it began from the following problem: "What are the implications of the Electronic Complaint System (SQE) in the proximity criminal investigation of the women victims of domestic violence?” It must be said that the SQE is an informatics system which allows the filling of a complaint through the Internet, and it was created to fight a limited roll of crimes, such as domestic violence. The work is divided in two parts: theoretical framing and empirical work. The first part was based on bibliographical research while the second one was based mostly in the realization of interviews to a restricted group of people, with the objective of gathering importante information. Some considerations were determined, such as the SQE revealed itself to be an eficiente alternative comparing to the traditional complaint system, however, in the domestic violence crimes, this electronic system does not seem to be suitable to face this crime, as well as the concept of proximity is misrepresented by the implementation of this new system. These aspects should be taken into account in the perspective of preparing future studies on the subject, with the purpose of, not only to maximize the quality of these electronic means in the improvement of the police duty but cumulatively make better the service focused in the citizens.
