Abstract(s)
O objectivo deste breve estudo é contribuir para a análise do impacto que a
reintrodução das viaturas blindadas ligeiras trará à estrutura do Corpo de Fuzileiros da
Marinha Portuguesa, pretendendo identificar a doutrina específica, i.e. o conjunto de
conceitos, tácticas, técnicas e procedimentos de carácter operacional, que se constituem
como princípios e normas para o empenhamento eficaz e eficiente destes meios.
Pretende-se igualmente sugerir um modelo de organização operacional que permita
cumprir as missões e tarefas passíveis de serem atribuídas, desejando-se igualmente
levantar aspectos eminentemente relacionados com a edificação desta capacidade, em
particular no campo do aprontamento dos sistemas.
A preeminência da materialização dos conceitos e operacionalização da estrutura
operativa reveste-se da maior importância uma vez que está prevista a entrada ao serviço
das primeiras viaturas PANDUR II no 1º semestre de 2009, permitindo o levantamento da
capacidade blindada para, pelo menos, uma Força de Fuzileiros (Força-Tarefa adaptada à
missão) de escalão Companhia.
De forma a fundamentar a construção do modelo de análise sugerido, foi investigada
a doutrina deste tipo de sistemas de armas, bem como as tácticas, técnicas e
procedimentos, as organizações operacionais de forças congéneres e os seus modos de
actuação, tendo sido também estudadas diversas lições identificadas e aprendidas dos
principais conflitos em curso.
A metodologia de investigação seguida foi de acordo com os métodos indutivo e
dedutivo, com base na pesquisa bibliográfica, na experiência adquirida, em entrevistas e na
análise documental, ou seja uma abordagem essencialmente qualificativa. Com base nessa
pesquisa e comparação entre os vários modelos, indicamos um modelo de organização,
bem como algumas direcções quanto a aspectos mais relacionados com a execução, tais
como as funções de combate, o treino e formação ou ainda as modalidades de emprego.
Pelas ilações retiradas deste trabalho, julga-se que o modelo proposto e os conceitos
para o emprego operacional das viaturas blindadas ligeiras anfíbias sugeridos são coerentes
e os mais adequados à realidade do Corpo de Fuzileiros.
O maior grau de protecção, mobilidade, poder de fogo e outras capacidades únicas,
que caracterizam a FFZBlindada, tornam-na num instrumento útil e eficaz, que permite o
seu empenhamento na totalidade do espectro dos conflitos armados. Abstract: The aim of this study is to contribute for the analysis of the impact that the
reintroduction of armoured wheeled vehicles will bring to the structure of the Portuguese
Navy Corpo de Fuzileiros, intending to identify the specific doctrine, i.e. the set of
concepts, tactics, techniques and operational procedures, that establish the principles and
norms for the effective and efficient employment of these assets.
It also intends to suggest a model of operational organization for the Unit in order
to accomplish the most likely missions and tasks to be assigned and discuss some of the
eminently related aspects within the edification of this capability, in particular concerning
the preparation of these systems in order to achieve the full operation capability as soon as
possible.
The need of concepts and operationalization of the entire structure assumes, at this
time, the most importance once that is foreseen the entrance to service of the first
PANDUR II vehicles already in the 1º semester of 2009, that it will allows the edification
of armoured capability for, at least, a Força de Fuzileiros (Task-Force tailored for the
mission) at Company echelon.
In order to had some bases for the creation of the suggested model, we investigated
the doctrine of this type of weapons systems, as well the tactics, techniques and
procedures, the operational organizations of similar forces and its ways of actuation,
having also studied several identified and lessons learned of the actual main conflicts.
The research methodology followed the inductive and deductive methods, on the
basis of bibliographical research, in the acquired experience, interviews and in
documentary analysis, i.e. essentially a qualifying approach.
Basing on this research and on the comparison between the several models, we
indicate an organization model, as well some directions concerning to aspects related with
the execution itself, such as the combat functions, the training, the organization, etc.
Therefore, and taking into account all the deductions across this study, we
considered that the proposed model and the concepts for the operational employment of the
amphibious armoured wheeled vehicles suggested are coherent and adjusted to the reality
of the Corpo de Fuzileiros. Her larger degree of protection, mobility, fire power and other
unique characteristics, confers to the FFZBlindada unique capabilities that make her a
useful and efficient instrument and allows is engagement in the totality of the armed
conflicts spectrum.
