O presente artigo pretende apresentar uma análise à atual situação securitária da província de Cabinda.
Para tal, analisamos fatores Políticos, Socioeconómicos, Culturais e Físicos, em três períodos temporais diferentes, procurando identificar as motivações que conduzem às atuais reivindicações independentistas nesta região.
Analisados os fatores, concluímos que há vários fatores que podem estar na base da atual situação securitária em Cabinda. A diversidade tribal, que não reconhece fronteiras e regimes políticos, a divergência interna em Cabinda, as diferenças ideológicas e a própria geografia, concorrem para a atual situação e são promotoras de conflitos. Quanto ao processo de pacificação de 2006, este foi conduzido com falhas de ambas as partes. Estas falhas são consubstanciadas na ausência do principal líder da FLEC, no início do processo e no não cumprimento por parte do Governo, quanto à descentralização administrativa da província. Na realidade, aquilo que deveria ter sido um processo inclusivo, não o foi, contribuindo, em nossa opinião, para a atual situação securitária no Enclave angolano de Cabinda. Abstract: The present article intends to present an analysis to the current security situation of the Cabinda province.
To do so, we analyze Political, Socioeconomic, Cultural and Physical factors in three different time periods, trying to identify the motivations that lead to the current independence demands in this region.
After analyzing these factors, we conclude that there are several of those that can be the basis of the current security situation in Cabinda. Tribal diversity, which does not recognize sources and political regimes, the internal divergence in Cabinda, the ideological differences and the geography itself, compete for the current situation and are the promoters of conflict. Regarding the pacification process of 2006, this was conducted with failures of both parties. These failures are consubstantiated in the absence of the main rebel leader at the beginning of the process and in the Government's failure to comply with the administrative decentralization of the province. In reality, what should have been an inclusive process was not, contributing, in our opinion, to the current security situation in the Angolan Enclave of Cabinda.
