Abstract(s)
O presente trabalho visa o estudo sobre o atual cenário dos cibercrimes denunciados na cidade de Luanda. Nesta investigação, levanta-se o seguinte problema: como se manifesta o cibercrime denunciado na cidade de Luanda? De modo a ser respondida a problemática da investigação, foi traçado como objetivo geral a descrição de como se manifestam os cibercrimes denunciados na cidade de Luanda. Como objetivos específicos, foram traçados os seguintes: descrever os principais cibercrimes denunciados na cidade de Luanda, descrever os principais alvos dos cibercrimes denunciados na cidade de Luanda, descrever as medidas implementadas pelo governo de Angola para o combate dos cibercrimes denunciados na cidade de Luanda e propor recomendações para a prevenção contra os cibercrimes na cidade de Luanda. A pesquisa foi realizada com recurso a fontes bibliográficas sobre a temática que possibilitaram entender as teorias do crime e levar-nos a abordagem do cibercrime e das suas formas de manifestação. Não existem estudos oficiais sobre os cibercrimes denunciados na cidade de Luanda, e com vista a gerar mais informações para futuras pesquisas conclusivas optou-se pela realização de uma pesquisa exploratória com uma abordagem quantitativa, sem, no entanto, trabalhar-se com hipótese que visariam a confirmação ou não dos resultados da pesquisa. Foram aplicados dois (2) questionários: um (1) destinado aos especialistas de instituições públicas e privadas e outro ao público-geral, de modo a compreender como ambos os grupos abordam e lidam com crimes desta natureza bem como a maneira como estes crimes se manifestam nas instituições e na sociedade em geral. Os resultados indicam que nas instituições os cibercrimes se manifestam predominantemente por meio de phishing e ransomware, enquanto, entre a população geral, prevalecem o skimming e o phishing. Em conclusão, entende-se que a falta de norma específica para o combate de crimes desta natureza, a fraca cooperação com países e instituições com maior experiência, a fraca infraestrutura tecnológica capaz de acompanhar a demanda, a falta de formação e treino dos recursos humanos, a falta elaboração de protocolos de resposta contra ataques cibernéticos, a falta de confiança da população nas atividades levadas acabo pelo governo, a falta de instrução e de abordagem regular deste fenómeno constituem elementos que tornam a cidade de Luanda alvo apetecível para o cometimento dos cibercrimes.
This work aims to study the current scenario of cybercrimes reported in the city of Luanda. In this investigation, the following research problem arises: how does cybercrime reported in the city of Luanda manifest itself? To answer the research problem, the general objective was to describe how cybercrimes reported in the city of Luanda manifest themselves. As specific objectives, the following were outlined: describe the main cybercrimes reported in the city of Luanda, describe the main targets of cybercrimes reported in the city of Luanda, describe the measures implemented by the government of Angola to combat cybercrimes reported in the city of Luanda and propose recommendations for the prevention of cybercrime in the city of Luanda. The research was conducted using bibliographical sources on the subject and made it possible to understand the theories of crime and lead us to an approach to cybercrime and its forms of manifestation. There are no official studies on cybercrimes reported in the city of Luanda, and with a view to generating more information for future conclusive research, it was decided to carry out exploratory research with a quantitative approach, without, however, working with hypotheses that would aim to confirmation or not of the search result. two (2) questionnaires were applied: one (1) aimed at specialists from public and private institutions, and the other for the general public, to understand how both groups approach and deal with crimes of this nature, as well as the way in which these crimes manifest themselves in institutions and society in general. The results indicate that, in institutions, cybercrimes manifest themselves predominantly through phishing and ransomware, while, among the general population, skimming and phishing. In conclusion, it is understood that the lack of specific standards for combating crimes of this nature, the weak cooperation with countries and institutions with greater experience, the weak technological infrastructure capable of keeping up with demand, the lack of education and training of human resources , the lack of elaboration of response protocols against cyber-attacks, the population's lack of trust in the activities carried out by the government, the lack of education and regular approach to this phenomenon constitute elements that make the city of Luanda an attractive target for the commission of cybercrimes .
