| dc.description.abstract | O novo Regime Jurídico das Armas e suas Munições, aprovado pela Lei n.º5/2006, de 23 de Fevereiro, veio harmonizar todo o sistema jurídico relativo às armas de fogo, no intuito de reforçar o combate aos elevados índices de criminalidade que se vinham a registar em Portugal. Este novo regime permitiu controlar, de uma forma mais eficaz, a detenção, uso e porte de arma por parte dos cidadãos, combatendo a proliferação de armas ilegais e definiu um novo tipo de operações especiais de prevenção criminal em áreas geográficas delimitadas tendo em vista reduzir o risco de prática de infracções associadas ao uso de armas, bem como de outros crimes ou infracções que a estas se encontram habitualmente associados. Com este trabalho de investigação pretendeu-se analisar e concluir qual o impacto que este novo regime teve nos crimes cometidos com recurso a armas de fogo e armas brancas na zona de actuação da GNR, no Concelho de Sintra. Atendendo à metodologia utilizada, a investigação foi desenvolvida com base no método hipotético-dedutivo ou de verificação de hipóteses, e no método inquisitivo, através da realização de uma análise estatística de dados sobre a criminalidade cometida com recurso a armas de fogo e armas brancas, complementada com várias entrevistas semiestruturadas. Dos resultados obtidos, destaca-se que o impacto do novo Regime Jurídico das Armas e suas Munições na criminalidade com recurso a armas de fogo e armas brancas na área de actuação da GNR, no Concelho de Sintra, foi pouco significativo, verificando-se, no entanto, uma redução bastante acentuada na criminalidade aquando da entrada em vigor da alteração que este regime sofreu em 2009. Após a análise dos vários elementos recolhidos, concluiu-se que o impacto que este novo regime trouxe sobre a criminalidade com armas de fogo e armas brancas na área de actuação da GNR no Concelho de Sintra, difere do verificado ao nível do Distrito de Lisboa,e ao nível Nacional (Portugal Continental), assumindo-se Sintra como um caso bastante peculiar no que refere a este tipo de criminalidade. | por |
| dc.description.abstract | Abstract The new legal framework of weapons and ammunition, approved by Law n.º 5 / 2006, of February 23, has harmonized the whole legal system relating to firearms in order to strengthen the fight against the crime rates that had been recorded in Portugal. This new framework allowed to control, more effectively, possession, use and carrying of firearms by citizens, combating the proliferation of illegal weapons and defined a new type of special crime prevention operations in defined geographic areas in order to reduce the risk of commission of offenses associated with the use of weapons, as well as other crimes or offenses for which these are commonly associated. With this work of investigation it was intended to analyze and conclude what was the impact that this new framework had in the crimes committed using firearms and knives in t he area of operation of the GNR, in the Municipality of Sintra. The methodology used was the investigation developed based on the hypothetical-deductive or verification of hypotheses and questioning the method, by performing a statistical analysis of data on crime committed using firearms and knives, complemented with several semistructured interviews. From the results, it is emphasized that the impact of the new legal framework of weapons and ammunition in crime using firearms and knives in the area of operation of the GNR, in the municipality of Sintra, was negligible, verifying, however, a fairly sharp reduction in crime when the alteration of 2009 appeared. After analyzing the various elements collected, it was concluded that the impact that this new framework brought about the crime with firearms and knives in the area of operation of the GNR in the Municipality of Sintra, differs from the recorded for the District of Lisbon or nationally (mainland Portugal), verifying that Sintra is a rather peculiar phenomenon in terms of this type of crime. | por |
