Em razão da conjuntura económica nacional e redução dos recursos humanos
existentes, as Forças Armadas têm vindo a adotar medidas que incidam na eficiência da
gestão dos dinheiros públicos, recorrendo, para tal, a técnicas de melhoria do desempenho e
a estratégias de centralização ou descentralização de competências.
Com o presente trabalho de investigação pretende-se compreender qual o melhor
modelo de abastecimento na área do material informático, ao nível das Unidades da Marinha
sediadas em terra, sendo que para isso a metodologia seguida tem por base o raciocínio
indutivo, com base num desenho de pesquisa de estudo de caso assente no modelo de
abastecimento efetuado na Marinha, segundo uma estratégia de avaliação qualitativa,
suportada em consulta bibliográfica e documental e entrevistas.
Assim, decorrente do estudo realizado, identificaram-se os modelos de abastecimento
nas Forças Armadas e na Guarda Nacional Republicana nesta área de material verificandose
que a Marinha é a única que apresenta um modelo descentralizado.
Neste contexto, foram enumeradas vantagens e desvantagens dos dois modelos
existentes, verificando-se que o modelo centralizado evidencia vantagens que, a ser adotado
pela Marinha, potenciará a eficiência da gestão orçamental, a uniformização do material e a
rentabilização dos recursos humanos.
By reason of the national economic environment and the reduction of current human resources, the Armed Forces have been adopting measures that focus on the efficiency of public money management, using performance improvement techniques as well as strategies of centralization or decentralization of competences. This research aims at determining which is the best supply model in the area of computer equipment for the Units, Establishments and Organs of the Navy. For this purpose, the methodology followed is based on inductive reasoning, considering a case study research design rooted on the supply model carried out in the Navy, according to a qualitative assessment strategy, supported by bibliographic and documentary consultation along with interviews. Thus, as a result of the study, the supply models of the Armed Forces and the National Republican Guard were identified, having the Navy been verified to be the only one that presents a decentralized model. In this context, the advantages and disadvantages of the two existing models were enumerated, evidence showing that the centralized model presents advantages that, if adopted by the Navy, will enhance the efficiency of budget management, the standardization of material and the profitability of human resources.
