Abstract(s)
O presente artigo refere-se à formação inicial dos agentes da PSP em direitos
humanos, que é ministrada no Curso de Formação de Agentes. A natureza funcional da
Instituição no garante dos direitos humanos, a relevância e atualidade do tema motivaram a
escolha referida, com os objetivos de retratar a formação ministrada e de relacionar a
mesma com aquilo que está recomendado na bibliografia existente, e dessa forma aferir
sobre a adequação da formação às exigências documentadas. É um estudo de revisão que
envolve a análise de bibliografia alusiva aos direitos humanos, à formação de direitos
humanos e à formação de direitos humanos a polícias, aos conteúdos programáticos do
Curso de Formação de Agentes e demais documentação e regulamentação do curso.
Evidenciaram-se os conteúdos ministrados, as metodologias de ensino utilizadas e
os formadores. Em termos de considerações finais, a formação entende-se em grande parte
adequada, mas foram identificados alguns aspetos a melhorar e são assim apresentadas
sugestões para a melhoria e para o caminho a seguir nesta temática.
This article addresses the initial training of PSP agents in human rights, which is given in the Agents’ Initial Training Course. The functional nature of the Institution in guaranteeing human rights, the relevance and the current character of the theme motivated the mentioned choice. The main objective is to portray the training provided and to relate it to what is recommended in the existing bibliography, and thus measure the adequacy of training to documented requirements. It is a review study that involves the analysis of bibliography referring to human rights, to the training of human rights and the police training of human rights, the program contents of the Agents’ Initial Training Course and other documentation and regulation of the degree. The contents taught, the teaching methodologies used, and the trainers were evidenced. The study found that most of the training is adequate and largely understood, but that some aspects may be improved. Specific suggestions were made for that end improvement and to steer the way forward in this area.
