Abstract(s)
A presente investigação subordinada ao tema “A especialidade de Trânsito na Guarda Nacional Republicana e a Reestruturação de 2009 – Um balanço”, tem como principal objetivo, analisar a situação atual da especialidade de Trânsito no que respeita à sua eficiência operacional.
Para alcançar esse desiderato recorremos a uma abordagem de matriz dedutiva, focando-se na análise de dados estatísticos relativos à atividade operacional da especialidade, à análise documental e inquéritos por entrevista e questionário.
A investigação compõe-se em cinco capítulos, interligados e seguindo uma sequência lógica: no primeiro (reforma implementada na Guarda Nacional Republicana), fez-se a descrição de conceitos essenciais para a compreensão do estudo e olhamos para a Guarda atual; no segundo (modelo orgânico da Guarda Nacional Republicana até 2009), olhou-se para o passado de forma a podermos compreender o presente, baseado na análise da evolução histórica da Brigada de Trânsito e as razões para a sua extinção; no terceiro capítulo (modelo orgânico da Guarda Nacional Republicana após 2009), interpretou-se e retratou-se a estrutura orgânica e funcional na atualidade, baseado na origem da Unidade Nacional de Trânsito e da nova articulação dos destacamentos de Trânsito; no quarto capítulo (metodologia de investigação), tratou-se em pormenor a metodologia adotada, bem como métodos e técnicas utilizadas; para terminar, quinto capítulo (apresentação, análise e discussão dos resultados), onde se apresentou, analisou-se e interpretou-se os resultados obtidos, procurando estabelecer uma ligação entre o enquadramento teórico, a informação da atividade operacional, as entrevistas e os questionários.
Concluiu-se que operacionalmente a especialidade de Trânsito encontra algumas limitações, no que concerne à sua uniformização de procedimentos e à comunicação entre destacamentos de Trânsito, Unidade Nacional de Trânsito e Divisão de Trânsito e Segurança Rodoviária. A redução de efetivo surge como uma grande lacuna que influência vários outros aspetos, como por exemplo a libertação de recursos humanos para a vertente operacional e a diminuição de patrulhas escaladas, refletindo-se na diminuição da visibilidade perante os utentes das vias. Os resultados obtidos permitem afirmar que esta organização trás inevitavelmente maior coordenação local, devendo-se essencialmente, à unidade de comando, potenciando a intervenção e cooperação mais simplificada com o dispositivo territorial.
The present investigation, subordinated to the theme "Transit specialty in the National Republican Guard and the 2009’s Restructuration - A balance ". It’s main objective is to analyze the current situation of the transit specialty from a operational efficiency perspective. In order to achieve this goal, it was used a deductive matrix approach, focusing on the analysis of statistical data from the operational activity of the specialty, a documentary analysis, questionnaire and interview surveys. The research is composed of five chapters, interconnected and following a logical sequence: in the first (reform implemented in the National Republican Guard), it is described essential concepts for understanding the study and the current Police force; In the second (organic model of the National Republican Guard until 2009), we look to the past in order to understand the present, based on the analysis of the historical evolution of the Traffic Brigade and the reasons for its extinction; In the third chapter (organic model of the National Republican Guard after 2009), we interpret and portray the current organic and functional structure, based on the origin of the National Traffic Unit and the new articulation of the traffic detachments; In the fourth chapter (research methodology), we deal in detail with the methodology adopted, as well as the methods and techniques used; To conclude, fifth chapter (presentation, analysis and discussion of results), it is presented, analyzed and interpreted the results obtained, in order to establish a connection between the theoretical framework, operational activity information, interviews and questionnaires. We conclude that operationally the traffic specialty encounters some limitations, regarding its standardization of procedures and communication between traffic detachments, National Transit Unit and Traffic and Road Safety Division. The reduction of manpower appears as a large gap that influences several other aspects, such as the release of human resources to the operational side and the reduction of escalating patrols, reflected in the decrease of visibility to road users. The results show that this organization inevitably leads to greater local coordination, and it is mainly due to the unit of command, fostering more simplified intervention and cooperation with the territorial system.
