Abstract(s)
Portugal foi o primeiro país a comprometer-se a ser neutro em carbono até 2050, propondo
atingir esta meta através da total descarbonização do sistema electroprodutor e da mobilidade
urbana e através do aumento da capacidade de sequestro de carbono pelas florestas e por
distintos usos do solo.
Para atingir este objetivo é necessário envolver a sociedade civil, o setor privado e o setor
público.
Assim, a Força Aérea Portuguesa assumiu o compromisso em se tornar carbonicamente
neutra até 2050 e apresentou, em 2022, o Roteiro para a Neutralidade Carbónica 2050 da
Força Aérea (RNC2050FA), onde identificou uma série de iniciativas necessárias para atingir
tal objetivo.
Considerando que as compras públicas estão profundamente interligadas com a
implementação dos Objetivos de Desenvolvimento Sustentável, estas assumem um papel
importante no caminho traçado, contribuindo favoravelmente para a redução da pegada
carbónica.
Priorizar a aquisição de produtos ecológicos e serviços ambientalmente seguros, que
cumpram padrões de sustentabilidade, revela-se uma abordagem eficiente na resolução dos
desafios económicos, ambientais e sociais a diferentes níveis.
Para que seja possível implementar a aquisição destes produtos e serviços com
características ambientais melhoradas no setor público, são necessárias diretrizes claras
sobre sua implementação.
Com este trabalho académico procura-se apresentar como é possível estimular a redução da
pegada carbónica através de compras públicas sustentáveis, recorrendo a uma análise do
estado da arte, da legislação nacional e europeia e das melhores práticas nesta área.
Focando-se na atividade da Força Aérea, com o inestimável contributo dos profissionais que
desenvolvem o seu trabalho nestas temáticas, será possível entender o estado atual das
aquisições e projetar um modelo de abordagem às mesmas, procurando alterar
procedimentos que permitam otimizar o contributo para o atingir das metas propostas no
RNC2050FA.
Portugal was the first country to commit to being carbon neutral by 2050, proposing to achieve this goal by completely decarbonizing the electricity generation system and urban mobility and by strengthening the carbon sequestration capacity of forests and other land uses. To achieve this goal, it is necessary to involve civil society, the private sector, and the public sector. The Portuguese Air Force is therefore committed to becoming carbon neutral by 2050 and, in 2022, presented the Air Force's 2050 Carbon Neutrality Roadmap (RNC2050FA), which identified a series of initiatives needed to achieve this goal. Considering that public procurement is deeply intertwined with the implementation of the Sustainable Development Goals, it has an important role to play in helping to reduce the carbon footprint. Prioritizing the purchase of green products and environmentally safe services that meet sustainability standards is an efficient approach to solving economic, environmental and social challenges at different levels. To implement the procurement of these products and services with improved environmental characteristics in the public sector, clear guidelines on their implementation are needed. This academic paper aims to present how it is possible to stimulate the reduction of the carbon footprint through sustainable public procurement, using an analysis of the state of the art, national and European legislation, and best practices in this area. Focusing on the Air Force's activity, with the invaluable contribution of professionals who work on these issues, it will be possible to understand the current state of procurement and design a model for approaching it, seeking to change procedures to optimize the contribution to achieving the goals proposed in the RNC2050FA.
